Introduction

The Loudoun County Department of Family Services (DFS) serves Loudoun County residents with a mission to "support individuals and families in the community to live their best lives, while advocating for those most vulnerable and respecting their right to self-determination." To accomplish this mission, the department emphasizes human agency in all programs and services; helps protect and advocate for vulnerable children and adults; collaborates with businesses, government, and community resources to deliver effective and efficient services to support an infrastructure of care; and fosters and supports professional growth and development of staff.
The Department of Family Services has over 250 employees, a budget of approximately $40 million, and achieves its mission through three divisional areas: Prevention & Protective Services, Public Assistant & Support, and Internal Operations. 

Job Summary

The Department of Family Services (DFS) is seeking an Assistant Director for the Division of Internal Operations who will serve as a strategic leader within the organization, responsible for oversight and implementation of all Department projects and will meet the highest standards for management, technical quality, and program delivery.
The role involves providing project and program management services, ensuring utilization of state-of-the-art technical strategies, cultivating strategic partnerships, and developing and delivering dashboard scorecards. The Assistant Director will also serve as a communication conduit for project updates and share evidence and lessons learned through various channels. 
The Assistant Director fosters innovation within their team, ensures compliance with relevant regulations, and oversees staffing and performance for their program areas. Responsible for developing business strategies, gathering and overseeing business intelligence, growing new relationships with both internal and external organizations, and providing oversight and management of contract and grant awards. This role requires proficiency in managing diverse teams and is ultimately responsible for the strategic direction, technical excellence, and execution of projects within the Department.
Qualified applicants must have the ability to communicate effectively with Department Directors, County Administration, and the Board of Supervisors as directed, and must be able to develop and maintain effective working relationships with county staff, court and school personnel, local officials, and community partners. This position will represent department management at county, regional, and state meetings in the assigned areas.
The successful candidate will have administrative, supervisory, program development, and leadership experience, as well as demonstrated success in human services innovation and organizational change efforts. This position requires experience working with a culturally diverse workforce and community, and would benefit from extensive human services knowledge, to include Emergency Support Function 6 (ESF-6) and the Childrens Services Act.
Accountabilities:
Complexity & Problem Solving:

Provides senior direction and oversight for the Internal Operations Division, including department-level projects for social services programs, workforce participation, staff development, and potentially other areas as assigned. Leads program and project management by directing best practices, mentoring, and support. Enhances innovation and standardizes leading practices, offering expertise to project / program leaders and functional managers to improve project management methodologies and tools. Sets strategic goals and drives team leadership to develop cohesive experiences that strengthen and expand partnerships. Ensures development and deployment of state-of-the-art technical strategies and practices, driving technical excellence throughout the Department and establishing technical leadership. Collaborates with management on refining project and program techniques and governance. Manages capacity planning, resolves resource conflicts, and oversees inter-project dependencies. Implements and governs the change management process, ensuring comprehensive oversight of project dependencies. Advances organizational commitments to Diversity, Equity and Inclusion. Discretion & Impact: Accountable for new grant opportunities. Decisions and actions have a significant impact on management and division operations. Identifies potential risks to project execution and recommends corrective actions. Directs and manages providers, ensuring adherence to contract Statements of Work. Collaboration & Interaction: Acts as a communication conduit for business project status, actions, decisions, risks, and issues, and schedules for the project portfolio. Collaborates with others inside and outside of Internal Operations to resolve issues and ensure cross-functional project process consistency. Provides and analyzes project, program, and portfolio metrics and analytics to support business and executive decision-making. Communicates progress to senior leadership through dashboards and reporting. Builds positive working relationships with local communities, government officials, and other external partners. Collaborates with internal and external parties, demonstrating effective communication, teamwork, and relationship-building. Management & Supervision: Sets goals and budgets for projects, leading the department in achieving strategic goals. Provides Program Management leadership on complex and cross-functional programs as needed. Provides capacity planning models and identifies potential resource conflicts across the portfolio. Establishes and facilitates the project portfolio change management process. Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support. Minimum Qualifications

Requires any combination of education and experience equivalent to a master's degree in Business, Social Work, Public Administration, Computer Technology or department-related field and at least five (5) years relevant work experience, including (3) three years in a supervisory or management role preferably in a government setting; or equivalent.

Preferred Qualifications:

Understanding of applicable rules, regulations, and policies associated with government or Family Services. Demonstrated experience in project management and implementation. Experience in business governance, contract/grant management, or data management. Experience with quality improvement and monitoring compliance of local, state, and federal requirements. Experience leading organizational change efforts. Strong interpersonal skills and a style that emphasizes diplomacy and the willingness to seek reasonable solutions and facilitate problem solving. Ability to mentor staff and provide guidance on public reports, technical recommendations, and presentations. Ability to build strong relationships with the County leadership, County agencies, external groups, and departmental staff.

Job Contingencies and Special Requirements

Successful candidate will undergo background checks to include criminal, CPS, fingerprint, credit, and driving record.

Other Considerations

Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Travel locally, out of the area, and sometimes overnight as needed. Required to work after hours and on weekends, based on organizational need. Subject to on-call 24 hours a day/seven days a week rotation.
