Job Overview:

Under the supervision of the Division Administrator for Early Childhood Programs within the Division of Prevention and Early Intervention (PEI), this role is responsible for assisting community-based grantees in executing division initiatives.

This position entails advanced coordination and technical support to facilitate initiatives among grantees and within the division.

The role will provide program assistance for Early Childhood Programs, including the Healthy Outcomes through Prevention and Early Support (HOPES) Program, Texas Home Visiting Program (THV), and the Texas Nurse-Family Partnership (TNFP) Program.

These initiatives aim to empower families with young children, enhance child and family well-being during early childhood, and support favorable outcomes for expectant families and families with children aged zero to five years.

Services offered by these programs include evidence-based parent education, parent navigation, home visiting, and various family support initiatives for families with young children.

Grantees are also involved in early childhood systems-building and coalition efforts.

Texas has received funding through the US Department of Health and Human Services Administration for Children and Families (ACF) via the Preschool Development Grant Birth through Five funding (PDG B-5).

PDG B-5 grants are designed to finance state initiatives that bolster early childhood services and systems, encompassing systems planning, family engagement, quality enhancement, workforce investment, and improved collaboration among existing early childhood partners.

This position will collaborate with the Early Childhood Programs Lead and other state agency partners to implement Texas grant activities and provide updates on the PDG B-5 grant initiatives.

Additionally, the role will offer technical assistance to PEI grantees receiving new funding to carry out early childhood systems building and family engagement activities.

The position will oversee projects resulting from the Early Childhood Systems Building grant awards, foster state and local collaboration, and provide technical support in coalition development and early childhood systems building and partnership development.

The Program Specialist role offers consultative services and technical assistance to grantees, service providers, other division staff, governmental agencies, community organizations, and the public.

The Program Specialist engages in program planning, meeting coordination and facilitation, site visits, stakeholder meetings, training planning and delivery, and participation in internal and external workgroups.

The Program Specialist will also compile and summarize information, produce written reports and presentations, and draft guidance, policies, and procedures.

Responsibilities will also include data analysis, program operations guidance, and review of grantee plans. The position provides guidance and general communication to ensure alignment with program goals and objectives. Collaboration with the Early Childhood Programs Lead and PDG Contract Specialist is essential.

Key Responsibilities:

Provide consultative services and technical assistance to grantees and providers throughout the planning and execution of programs and services.

Engage in a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned programs.
Analyze programming and operations and prepare reports of findings and recommendations.
Monitor required performance and suggest appropriate action plans, changes, or improvements.
Deliver high-level consultation and guidance by interpreting standards, policies, procedures, and regulations related to the program.

Conduct training and provide guidance to grantees in the development and integration of new or revised methods and procedures.

Oversee the performance of grantees and providers, offering support to help community-based programs achieve identified goals and objectives outlined in the grant agreement.

Monitor required performance and recommend appropriate action plans, changes, or improvements.
Identify training needs and conduct training as necessary.
Analyze the application of and variations within programs and develop action plans to enhance or strengthen programs.
Interpret data, review grantee performance, and identify program trends.
Collect, organize, analyze, and prepare information, reporting, and material in response to requests for program information.
Develop program policies, procedures, standards, and manuals in alignment with program objectives and goals.
Determine program statistics and trends and resolve operational challenges.
Prepare administrative reports and conduct specialized research projects.
Collaborate with community and other state agencies and partners in workgroups and initiatives.
Provide guidance to community providers for the implementation of new methods and procedures.
Evaluate program operations, budget alignment, and program budget requests.
Travel, attend in-person meetings, and conduct visits as required.
Perform related work as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of the implementation and planning of services such as evidence-based programming, and/or working with children and families within community organizations, state or federal agencies is desirable.

Knowledge of services for parents and families, including expecting parents and families with young children is desirable.
Ability to interpret, organize, and present information.
Ability to integrate learning, apply new information and knowledge, and instruct others.
Ability to communicate clearly in writing and prepare a wide variety of written material.
Ability to facilitate meetings, train, and conduct presentations.
