This position will have the opportunity to begin alongside a new statewide grant program within Family Health Services. The brand-new Supporting Mental Health and Resilience in Texans (SMART) Innovation grant program supports community based, innovative initiatives that promote early identification and early access to interventions and treatment for Texas children and their families

The Contract Administration Manager for SMART Innovation will be responsible for highly advanced (senior-level) contract administration work for SMART Innovation. Performs contract administration work involving the oversight, execution, and administration of large-scope or high-dollar contracts by defining requirements and negotiating, awarding, developing, and monitoring contracts. This position will be the lead liaison between innovation in early mental health prevention and the State of Texas, with considerable latitude for the use of initiatives and independent judgement.
Essential Job Functions:
(30%) Prepares the scope of work, specification, and conditions for new contracts, prepare contracts, leads negotiation strategies, and awards new contracts. Responsible for the operations and activities of monitoring contract performance, including developing and tracking key metrics. Provides input on or prepares the contract budget; recommends budget allocations for proposed contract agreements; arranges, monitors, and reviews budget allocations with management; and provides budget forecast and proposes alternatives. Manages procurement activities and works closely with Procurement and Contracting Services (PCS), budget, legal and leadership to ensure that contracts resulting from competitive procurements contain appropriate program and legal requirements and are completed in a timely manner. Manages procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.

(30%) Performs written and oral communication with contractors as the single point of contact for all contractual accountability activities between the State and contractors. Coordinates resolution of contractor issues and provides guidance and facilitation to contractors by leading team meetings and preparing presentations which are intended to instruct, inform and guide any new program initiatives or guidance, special projects, or changes in HHS policies and practices for contract oversight and risk mitigation.

(20%) Oversees or prepares the operations and activities of monitoring contract performance, including developing and tracking key metrics. Monitors contractor compliance with established regulations and standards and serves as the principal contract liaison between agency management, contractors, and other internal and external stakeholders. Develops standardized management/administration protocols, metrics, compliance guides, handbooks, or tools. Oversees development of contract monitoring tools and activities.

(10%) Develops short and long-term goals and implementing strategies designed to strengthen contract management/administration functions with internal and external stakeholders and works collaboratively with HHSC divisions and management, contractors and stakeholders, organizations, and other state agencies on the development and management of procurements and contracts.

(10%) Attends work on a regular schedule and performs other duties as assigned.
