The Kansas Department of Health and Environment has an Orphan Sites Program Administrator opening in Topeka. The Bureau of Environmental Remediation is seeking a Unit Manager for the Orphan Sites Program. Successful candidates will have experience in the preparation of program guidance, public relations, policy development, technical oversight, program updates, project development, execution and tracking, staff assignments, and budgeting. This is a supervisory position which will include making work assignments, setting performance standards, and conducting personnel evaluations. The Unit Manager is responsible for assuring inter-program consistency and following all agency/bureau/section guidelines and policies. The incumbent will prepare budgets from several funding sources and review all expenditures of program fund; and is responsible for drafting and managing federal grant applications.

Job Responsibilities may include but are not limited to the following:

Performs as a unit manager and supervisor to plan, coordinate and oversee the execution of the statewide Orphan Sites Unit in the Assessment & Restoration Section. Reviews and evaluates geologic and hydrogeologic descriptions, interpretations and proposals for completeness and technical accuracy for relatively complex sites. Oversee the preparation of technical projects, designs, plans, estimates, calculations, inspections, testing, and collection of data for soil and groundwater remediation projects. This includes but is not limited to, program development guidance, public relations, policy development, technical oversight, tracking of various program elements, dissemination of public information to the public, ranking of priorities, program updates, project tracking, staff assignments, and budgeting. Assist the Section Chief in administration of the program. Responsible for assuring consistency, QA/QC, fairness, and following all agency/bureau/section guidelines and policies for all program elements. Responsible for setting and tracking deadlines for document review or technical oversight of sites to staff as defined by the Section Chief.

Direct the supervision of staff in the Orphan Sites Unit as assigned by the Section Chief. This includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting career development, communicating effectively, stimulating productivity and providing a creative working environment. Reviews practice of geology tasks of employees and mentors employees towards professional licensure. Follows all appropriate federal, state, agency guidance, policy, regulations and statutes to accomplish the goals and objectives of the Section.

Qualifications

Education : Bachelor’s degree in environmental, agricultural or natural sciences/resources. Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Bachelor’s degree in environmental, agricultural or natural sciences/resources. One year of experience in an environmental program/project area. Preferred Qualifications: Bachelor’s degree in geology, hydrogeology, engineering or environmental studies. Master’s degree in geology, hydrogeology, engineering or environmental studies. PhD in geology, hydrogeology, engineering or environmental studies. Graduate or post baccalaureate classes geology, hydrogeology, engineering or environmental studies. Experience in grant/budget management. Experience in preparing and reviewing environmental assessment and remediation reports. Experience in collection and interpretation of soil, sediment, groundwater and air samples. Experience with supervision of employees. Experience with performing environmental contractor oversight. Experience with writing periodic newsletters and guidance documents. Experience in the evaluation of environmental data. ArcGIS mapping. Proofreading, editing, attention to detail.
