Position Summary & Responsibilities
The position will participate in the Aging Commission as a Nursing Facility Program Team member in the performance of day-to-day analysis, responsibilities and support functions associated with the nursing facility (NF), nursing facility for mental health (NFMH), psychiatric residential treatment facility (PRTF), and intermediate care facility for individuals with intellectual disabilities (ICF-IID) programs. This position is primarily responsible for data analysis and evaluation specialized to the Aging Commission’s Quality Review efforts. The incumbent reviews quality care assessment rates and payments, monitors payment plan progress, reviews continuing care retirement facility status, works with survey contractor to ensure that survey results are accurate and presented in ways that are useful for the intended audience, evaluates Pay-for-Performance measures and methods, monitors rates for incentives, as well as other Aging Commission programs and efforts. This work is of an independent nature and includes the preparation of reports, charts and graphs detailing program results and making recommendations for changes in KDADS program policies, procedures, and methods based on those results.

Program Analysis, Evaluation, Reporting, and Modification:
The incumbent plans, organizes, schedules, and directs work in gathering, analyzing, and reporting statistical, fiscal, administrative, and programmatic data for the purpose of reporting and evaluation of KDADS Aging programs. This position compares research findings with federal, state and agency statutes, regulations, and policies to measure program effectiveness and prepares charts, tables, graphs, and narrative reports of findings for distribution to program directors, division directors, agency administrators, legislators, stakeholders, and officers of regional nonprofit and federal agencies. In addition, the incumbent recommends program and policy changes to superiors in order to promote continuous improvement and strict adherence to federal and state requirements. The incumbent collaborates routinely and closely with program management staff to develop and maintain relationships to exchange information affecting KDADS Aging programs. This position independently completes work with sufficient accuracy, relevancy, and safeguards as to avoid errors, which at this level may lead to costly or incapacitating damage to agency programs.
Incumbent drafts monthly, quarterly, and annual technical programmatic reports for distribution to agency administrators and managers, agency stakeholders, other state agencies and any other KDADS partners. These reports include, but are not limited to, performance analysis, and/or identified and/or recommended program changes necessary to verify full compliance with regulations and policies to ensure continued receipt of federal funding. The incumbent will evaluate quality care assessment payments and payment plan data as well as survey data. The position develops and maintains professional relationships with program managers, directors, and agency administrators to compile information for Ad Hoc and routine reports for external entities such as the Nursing Facility Associations, Kansas Open Records Act requests, the Kansas State Legislature, and federal government oversight agencies.
Data Review, Monitoring, Management, and Status Reports:
Review and monitor status log spreadsheets used to track quality care assessment payments and payment plans. Manage the MOU with the State Treasurer’s office for payments from nursing facilities for quality care assessments, changes in ownership and revalidation fees. Track delinquent quality care assessment payments, payment plans, and incentive factor changes-this may involve manual entry of payments when necessary. Collaborate and track with Survey contractor to review, monitor and present results of the annual quality of life nursing facility survey. This requires extensive knowledge of KDADS programs, policies, and especially various unrelated information systems from multiple sources.
Incumbent uses independent judgment to develop own processes within the score of accepted practices to determine which analytical processes to use. Incumbent’s work involves a variety of complex and unrelated multiple steps and processes to achieve accurate research results. Reported results can have significant impact on the Agency’s programs as well as state policies and procedures. Provide reports on special topics and data such as State Hospital Census and other ad hoc reports as requested.
Monitors the projection of demographic changes and their impact on Aging programs and consults with agency managers and directors to determine future service needs and identify possible program changes.
Teamwork, Research and Provider Relations:
The incumbent serves, using a team approach, as a backup and support to other Aging Commission staff to verify workflow continues and unit responsibilities are met in case of the absence of coworkers and provides quantitative and qualitative analysis, evaluation, and reporting for other Agency aging, disability, and behavioral health programs as needed. In the absence of other Aging Commission staff, the incumbent performs critical functions as necessary.
Incumbent will serve as the agency point of contact and expert in the payment system for quality care assessment payments, changes in ownership, and revalidation fees. Provide technical assistance and training to providers needing to access the payment system and serve as the liaison between the providers, the Agency and the State Treasurer’s Office. Responsible for explaining aspects of quality care assessment and survey policy and program to providers and stakeholders. Provides a variety of technical assistance to the survey contractor, fiscal agent and nursing facility and adult care home staff on survey requirement and processes issues. Works with state staff on current program tasks, policies, and procedures. May serve on various teams in and outside the Commission and Agency. In these instances, the incumbent is responsible for representing the Commission and those programs that the position primarily supports.
Assists and provides training to owners and employees of nursing facilities, Agency staff, independent accountants, attorneys working for providers, and the general public seeking information about nursing facility payments. Assists with Kansas Open Record Act requests and responds to provider complaints. Attends and assists with site visits to nursing facilities to observe and document compliance with the Promoting Excellent Alternatives in Kansas program in conjunction with the program’s contractor.
Coordinate business requirements and troubleshooting of web applications with Information Technology and Help Desk staff. The employee reviews, analyzes and verifies team members’research techniques and statistical analysis to confirm data integrity in agency presentations and reports. Incumbent compares application of statistical processes and conclusions to program requirements to verify compliance.Correct errors as they are detected and identify and apply safeguards to avoid recurring problems.
Special Projects :
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications
Minimum Requirements:
Four years of experience in collecting, evaluating, studying, or reporting on statistical, economic, fiscal/budget, legislative or administrative data. Education may be substituted for experience as determined relevant by the agency. Travel-In State travel may be required.Preferred:
Knowledge of research and statistical practices including principles and methods. Well-developed communication skills in both written and verbal form. Three years of experience in in collecting, evaluating, studying, or reporting on statistical economic, fiscal/budget, legislative or administrative data. Education may be substituted for experience as determined relevant by the agency. Special knowledge of the Medicaid program with special emphasis in qualitative and quantitative analysis. General knowledge and/or experience in working with state or federal agencies, especially those dealing directly with programs for the aging and disabled. Ability to work independently, exercise good judgment, handle stress, and produce work under extremely tight deadlines. Reporting, analysis, and evaluation of raw data and rendering of conclusions. Extensive experience with databases, data analysis, and reporting tools. Knowledge of rules, regulations, established policies and procedures and ability to relay information to the public. Bachelor’s degree.
