Position Summary & Responsibilities

Position Summary:

This position reports to the Executive Director of Programs and Risk Reduction and is the acting authority for multiple divisions providing services presidents in the adult correctional facilities, including, but not limited to, Sex Offender Management, Programs (cognitive, behavioral, education, substance use, and employment), Transition Services, Employment, Case Management, and Risk Reduction. The Director of Reentry Operations will work with the Executive Director to establish operating procedures, identify goals and objectives within each division, create new or modify existing policies, development of short-and long-term strategic planning, work with other KDOC divisions (Community, Facility Management, Parole, and Juvenile) to ensure best practices are consistent throughout the agency, and establishes standards to evaluate the effectiveness of staff and contract providers. The Director of Reentry Operations promotes understanding of and participation in total quality management practices including a commitment to bring about positive organizational change through the use of processes, tools, education, recognition, and communication; fosters teamwork using a disciplined problem solving and decision making approach. This role includes promoting the KDOC Pathway for Success guiding framework, ensuring our mission, vision, and beliefs are not only in policy, practice, and procedure, but in everyday actions to continue a shift in agency culture.

Job Responsibilities may include but are not limited to the following:

Meets with superiors to obtain information and direction and to discuss problems relating to administration of services or program content and objectives; coordinates program efforts with functions and programs of other agencies. Close collaboration with the Executive Director including but not limited to the following; monitoring contracts and grants to ensure measurable outcomes are established and program evaluation is completed; frequent interaction with PRR Directors and Case Management and Reentry Administrators (CMRAs) to ensure all documented processes related to reentry are completed with accuracy and fidelity; ensure facility Reentry Coordinators have a consistent and standard reporting process; and monitoring of Case Management activities related to reentry through frequent data analysis and reporting using Athena.

Directs and controls resources necessary to operate and maintain multiple agency programs and activities; establishes and/or approves operating procedures, objectives and goals within broad agency and regulatory guidelines. Develops and maintains budget(s); accountable for program results and effective utilization of physical, financial and or human resources.

Promotes understanding of and participation in total quality management practices including a commitment to bring about positive organizational change through the use of processes, tools, education, recognition, and communication; fosters teamwork using a disciplined problem solving and decision making approach.

Promotes awareness of program(s); responds to the public's requests concerning agency procedures and applicable laws; cooperates with public or community groups and functions as a liaison for contractors, vendors, or providers in planning and providing effective program services; may participate as a member on national, state or local committees and organizations.

Directs and controls resources necessary for Reentry Coordinators and Release Planners in the facilities related to reentry processes. Tracks and reports data; makes recommendations based on the data; and generally provides support to ensure release planning is effectively administered. Works with this group to develop and deliver training and information that supports and informs on reentry principles and work to assist in building capacity in the department. Ensure reentry work is coordinated with programs delivered in the facilities and parole offices through frequent site visits.

Performs other duties as assigned.

Qualifications

Minimum Qualifications :

Three years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.

Excellent understanding and evidence of the use of data-driven decision making and ability to compile information from multiple sources for reporting purposes.

Preferred Qualifications :

3 years experience administering programs or systems.

3 years experience as a supervisor.

3 years experience working with adults or juveniles in a corrections setting.

3 years experience working with/developing partnerships with community resources.

Demonstrated skill in influencing people Demonstrated organizational skills.
