Under the direction of the HIV/STD/HCV Epidemiology & Surveillance Unit Director, performs complex managerial work overseeing the daily operations and activities of the Data Management and Analytics Group, which manages data acquisition for HIV, STD, and HCV programs, conducts analysis of HIV and STD disease surveillance data and data from the HIV and STD prevention and care client programs, conducts program evaluation of client programs, and may conduct independent research projects as required. Duties for the position include functions related to developing, implementing, evaluating, and maintaining statewide HIV,STD, HCV database systems and information technology projects; establishing goals and objectives; developing budget requests; coordinating and evaluating program activities; and supervising group staff. Performs advanced professional scientific work in the field of epidemiology and program evaluation, including conducting data analysis. Responsible for managing federal grants and cooperative agreements including preparation and management of proposals, progress reports, budgets; implementing action plans; developing objectives and monitoring progress in meeting objectives; and developing timelines. Assures that data on client programs are collected and submitted to the grantor as required. Develops scopes of work and assists with budget negotiation for contracts related to Group projects. Maintains communication with other project sites and federal funders. Provides leadership on conducting advanced epidemiologic investigations and statistical analyses. Assures dissemination of surveillance and program findings. Serves as an expert on statewide HIV/STD database systems and HIV/STD epidemiologic and surveillance project methods and program evaluation methods. Works under general supervision with considerable latitude for the use of initiative and independent judgment. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
40% Oversees routine work and special projects on HIV/STD epidemiology and surveillance programs. Oversees all Data Management and Analytics Group analysis, evaluation, and special data collection activities, with a major focus on guidance and assistance on design and planning for data collection and analysis. Oversees and provides guidance in the creation, analysis and enhancement of TB, HIV, and STD program database systems. Manages the data acquisition for the HIV, STD, and HCV programs to enhance the quality of data that is collected and utilized for evaluation and analysis. Monitors daily imports of laboratory reports to ensure timely disease reporting. Develops the necessary policies, procedures, and technical guidelines to enhance disease reporting of HIV and STDs. Encourages, manages, and supervises the development of information technology, disease reporting and analysis projects dealing with HIV, STD, and HCV. Group Manager serves as an expert on statewide epidemiologic and research methodology and program evaluation methods. Uses or supervises others in the use of epidemiologic methods including medical record abstraction, survey methodology, ethnographic assessment, qualitative methods, sampling methods, geographic information systems, and statistical analysis needed to conduct complex epidemiology and surveillance projects. Assures that staff submit complete client program data to grantors in a timely fashion. Oversees activities of epidemiologic spatial analysis. Oversees development of calendars for data submission and dissemination and scheduling special project work. Reviews all work product, such as fact sheets, presentations, and reports.
30% Directly supervises Data Management and Analytics Group staff. Makes recommendations for personnel staffing, staff development, merit raises, promotions, demotions and disciplinary actions. Approves leave requests for assigned staff. Ensures training of staff, including direct training in aspects of epidemiology, program evaluation. Supervises staff, including providing regular guidance, setting priorities, developing performance standards, assigning tasks, setting deadlines and monitoring and evaluating work performance. Maintains working knowledge and adheres to agency and program policies and assures Group staff are aware of policies and procedures. Provides leadership to the Group including establishing goals and objectives, setting priorities and standards to achieve established goals, and coordinating and evaluating activities.
15% Manages the operating budget and travel plans for the Group. Submits monthly Group activity reports to the Unit Manager. Works closely with other HIV/STD Group Managers to achieve Unit goals and objectives and participates in developing and implementing a comprehensive Unit strategic plan.
10% Oversees the federal grants and cooperative agreements related to Group projects including developing grant proposal and reports, budgets, and objectives. and monitoring progress in meeting objectives and developing timelines. Also responsible for Group contract development including developing the scope of work, budget development and negotiation and contract monitoring in conjunction with the Contract Management Section. Maintains communication with other project sites and federal funders as needed.
5% Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
Knowledge of computer software programs including SAS, MS Access, Excel, and Power Point. Strong knowledge of SAS and MS Access preferred.
Knowledge of the principles and practice of public health.
Comprehensive knowledge of public health laws related to communicable diseases, including TB, HIV, and STD.
Knowledge of the prevention, control, diagnosis and treatment of TB infection and disease, HIV infection, and sexually transmitted diseases.
Experience in managing surveillance, epidemiological, disease reporting, infectious disease data analysis or other important public health programming.
Knowledge of disease reporting methods, surveillance methods, bio-statistical methods, and data analysis.
Knowledge of electronic methods of disease reporting and data analysis.
Experience in information technology application development, implementation or evaluation.
Detailed knowledge of the principles and practice of program evaluation and application of behavioral theory to infectious disease prevention.
Excellent organizational and communication skills.
Ability to establish effective working relationships with staff at all levels of an organization, agencies, providers, and stakeholders.
Broad based statistical, epidemiological and analytical skills including experience with computer statistical packages.
Proven management and administrative skills over a large group or organization.
Ability to organize and present information effectively, both orally and in writing.
Extensive ability in designing conducting and collaborating on disease reporting and analysis research studies.
Extensive ability to plan, develop, and promote a statewide system of TB, HIV, and STD disease reporting, data collection and data management.
Ability to establish and maintain respectful working relationships with staff and other agencies.
Experience working and communicating with partners and/or stakeholders to achieve public health goals.
Ability to plan, assign, and evaluate the work of others.
Experience in applying for and managing federal grants and cooperative agreements.
