This position exercises leadership, technical assistance and general supervision within the Title I/Federal Grants Unit through interaction with the local education agencies (LEAs); local, state, national, and federal organizations; institutions; agencies; and policy makers relating to compliance with applicable federal laws, rules and regulations in and the design, delivery, analysis and evaluation of the ESEA Title I, Part A and Title II, Part A, and Title I Part D subpart 1 and 2 program services and program effectiveness.

This position provides technical assistance of both a general and specific nature, which relies upon knowledge of school improvement research in teaching and learning; specific knowledge of scientifically based reading research including successful instructional designs, classroom implementation, and evaluation of innovative programs that appropriately meet the needs of K-12 students, appropriate and innovative K-12 curriculum and assessment, and sound teaching practices.

In meeting job requirements, the incumbent must responsibly apply a complex set of statutes, rules and regulations embodied in accreditation standards, statutes, regulations, federal guidance, and other mandates for program operation.

Knowledge, Skills, and Abilities (Behaviors):

·Knowledge of other state and federal education programs.

·Knowledge of program administration.

·Knowledge of the theory, principles, and techniques of educational research, curriculum integration/alignment and assessment, design, and evaluation, and theory, principles, and practices in educational and program administration.

·Knowledge of the goals, purposes, and reporting requirements for compliance for state and federal agencies, State Board of Public Education administrative rules for accreditation of schools.

·Knowledge of the philosophy, policy, rules, and regulations governing schools.

·Ability to communicate effectively with others using verbal and written communication skills.

·Ability and skills to provide negotiation and conflict management; the ability to establish and maintain effective working relationships with co-workers and with a variety of constituency agencies and individuals including the general public.

·Ability to analyze and apply federal and state laws and regulations and OPI policy.

Minimum Qualifications (Education and Experience ):

·Bachelor’s degree in education.

·3 years of job related experience.

·Other combinations of education and experience will be considered on a case-by-case basis.
