STATEMENT OF DUTIES

General Statement Of Duties: Develops and manages the Colorado Judicial Department's procurement system.


Distinguishing Factors:
Positions in this classification are distinguished from other classifications by the responsibility for developing and managing the Colorado Judicial Department procurement program. It is distinguished from the Buyer position due to a greater degree of judgment and discretion, procedure and policy development and implementation, and supervision of the procurement staff.

The Financial Services Division is looking for an experienced and dynamic Purchasing Manager to lead the Judicial Department’s procurement activities.

The Purchasing Unit manages procurement efforts throughout the state (over $81 million in purchases annually); develops, updates and implements standardized procurement-related rules, policies, and procedures; trains staff throughout the State who are part of the procurement process; and conducts vendor community outreach and training.

The Purchasing Manager provides strategic direction to the procurement team to ensure that their work results in the optimal and effective utilization of the Department’s financial resources and the delivery of high-quality, responsive customer service. The Purchasing manager supports Purchasing staff and stakeholders throughout the organization in the development and execution of creative procurement strategies that maintain fiscal discipline while maximizing benefit to the Department.

As a separate branch of state government, the Judicial Branch is not bound by the Colorado Procurement Code (Section 24-101-101 et. seq., C.R.S.), and/or the associated State Procurement Rules. Rather, the Branch operates under its own Purchasing Fiscal Rules, which can be found on our website at .

This position manages two teams in our Procurement Unit:

The Purchasing Agent team is responsible for statewide procurement for all Judicial Districts, the Supreme Court and Court of Appeals, as well as the State Court Administrator’s Office. This team also currently provides procurement support and serves in an advisory capacity to some independent agencies within the Judicial Branch. The Vendor Liaison Team provides vendor support, outreach, training, and relationship management, with a primary focus on vendors working with our Probation Departments to provide offender services and treatment.

This position serves on the management team of the Financial Services Division and provides guidance and advice to Department leadership. The successful candidate will be eligible to operate in a hybrid work environment, with a requirement of three days per week in the office.

ESSENTIAL FUNCTIONS

Responsible for the overall management and coordination of the Judicial Department procurement system, including developing and implementing procurement fiscal rules. Facilitate the generation and review of purchasing specifications or statements of work and determining the appropriate solicitation method; coordinating all solicitation documents including documented quotations (RDQ), invitations for bid (RFB), requests for information (RFI) and requests for proposal (RFP). Manage full cycle procurement process in conjunction with the state’s accounting and procurement system to ensure practices are conducted in an ethical and efficient manner; and in compliance with state statutes and fiscal rules. Coordinates the protest and appeal process for aggrieved vendors and serve as first level of review. Work with Legal counsel in contract negotiations and development of final contract with selected vendor. Develop and maintain positive vendor relations management. Serves as the Judicial Department’s principle point of contact for vendor questions and concerns. Develop procurement rules and procedures in accordance with state and Judicial Department policies, statutes and regulations. Provides guidance and training on proper procurement, contracting, and CORE-related practices to Judicial Department staff.

Supervisor Responsibilities:
Shares supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and assists in making decisions impacting the pay, status and tenure of others.

MINIMUM QUALIFICATIONS

Minimum Education:
Graduation from an accredited college or university with a bachelor's degree in business, marketing, finance, procurement, contract management or a field of study directly related to the assignment and four years of professional experience in procurement with the state, local, special district or with a similar organization which included preparing and processing complex solicitations and writing contracts.

Physical Demands:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment:
The noise level in the work environment is usually moderate. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
