Purchasing Manager Job Description

Join the State of Colorado's Judicial Department as a Purchasing Manager, where you will play a critical role in developing and managing the department's procurement system. As a key member of the Financial Services Division, you will be responsible for ensuring the effective and efficient use of financial resources while delivering high-quality customer service.

Key Responsibilities:
  • Develop and implement procurement fiscal rules and procedures in accordance with state and Judicial Department policies, statutes, and regulations.
  • Manage the full cycle procurement process, including preparing and processing complex solicitations, writing contracts, and coordinating with vendors.
  • Provide guidance and training on proper procurement, contracting, and CORE-related practices to Judicial Department staff.
  • Develop and maintain positive vendor relations management, serving as the Judicial Department's principle point of contact for vendor questions and concerns.
  • Supervise the work of purchasing staff and attend meetings and training as required.
Requirements:
  • Graduation from an accredited college or university with a bachelor's degree in business, marketing, finance, procurement, contract management, or a field of study directly related to the assignment.
  • Four years of professional experience in procurement with the state, local, special district, or with a similar organization, including preparing and processing complex solicitations and writing contracts.
Working Environment:

The Purchasing Manager will work in a dynamic and fast-paced environment, with a requirement of three days per week in the office. The successful candidate will be eligible to operate in a hybrid work environment.
