With oversight and direction from the Office of Practice and Learning, the Program Specialist V performs consultative and technical assistance work related to the Texas Public Health Fellowship Program. This position will assist in the planning, development, and coordination of the Texas Public Health Fellowship Program, including oversight of the recruitment, application, and interview process; conducting outreach presentations to potential host sites and fellows; evaluation activities; designing and coordinating training and professional development programming; producing workshops and other events related to Fellows; providing administrative support for the Texas Public Health Fellowship; coordinating the onboarding and offboarding of all Texas Public Health Fellows; managing correspondence for the Fellowship email inbox; and coordinating meetings and interviews. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Essential Job Functions:
EJF 1. (30%) Work involves the planning, development, implementation, analysis, and documentation of the Texas Public Health Fellowship Program. Coordinates the application processes for Fellows and host sites. Maintains tracking systems. Analyzes data related to the Fellowship and prepares reports, provides justifications for changes to any policies and procedures. Performs outreach and marketing, coordinates mentorship and training activities, and provides technical assistance and consultation to stakeholders including DSHS staff, local health departments, academic partners, and fellows.

EJF 2. (30%) Organizes meetings and workgroups, takes detailed minutes, and tracks action items. Meetings include lectures, professional development sessions, informational sessions, and 1:1 meetings. Communicates with internal and external stakeholders verbally and in writing related to meetings and workgroups including emailing potential lecturers and speakers, making calendar invitations, scheduling rooms, sending reminder emails, organizing, and distributing meetings materials, and updating agendas and other documents as appropriate.

EJF 3. (20%) Collects, organizes, analyzes, and prepares materials related to Fellows. Tracks and enters Fellow data. This includes entering schedules, assigning tasks, sending reminders, and tracking progress. Sends out communication regarding programmatic activities as needed. Updates program website information as needed.
EJF 4. (15%) Develops program policies, procedures, and training manuals. Conducts evaluation activities including creating, distributing, and analyzing fellow, and host site surveys. Creates and disseminates reports.
EFJ 5. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. The Deputy Commissioner Division is an active partner in response activities. Such participation may require an alternate shift pattern assignment and/or location.
