JOB DETAILS AND QUALIFICATIONS

The Clackamas County Sheriff’s Office is seeking a qualified candidate for the position of Crime Analyst assigned to the Clackamas County Interagency Task Force (CCITF). The mission of CCITF is to combat drug related crime by disrupting and dismantling criminal organizations impacting Clackamas County communities.

The Crime Analyst is a specialized, non-sworn position responsible for performing complex operational and statistical research. The Crime Analyst processes information related to immediate criminal offenses and prolonged criminal investigations to promote a targeted response by investigators. The selected candidate will be asked to provide analysis to support investigators with cases and strategic crime reduction efforts which may include call data record analysis, network analysis, link analysis, and temporal analysis. The candidate may also be required to testify to work done in assistance of CCITF casework.

Additionally, the Crime Analyst will conduct administrative work to include budgetary data entry and analysis related to state and federal grants, maintain equipment, support operational needs within the office, and assist investigators with case preparation.

IMPORTANT INFORMATION

This is not a sworn position, however it does require a complete Statement of Personal History (SPH).

Only those applicants selected will need to submit the SPH. The SPH is due 10 calendar days AFTER you have been notified. Applicants will receive instructions from the Department of Human Resources or the Sheriff's Office on how to login to the electronic SPH.

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position. Experience working with data management processes and procedures. Experience organizing and analyzing data. Intermediate level proficiency in database management. Ability and experience in turning raw data into usable information. Experience preparing written and oral presentations. Excellent oral and written communication skills. Ability to work in a team environment.  Personal and professional integrity. Motivation, perseverance, tenacity, and ability to work with minimal supervision. Must pass a post-offer, pre-employment drug test Must pass an extensive background investigation, including national fingerprint records check Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

Preferred Special Qualifications/ Transferrable Skills:*

Experience working in a law enforcement environment. Experience as a crime analyst. Experience preparing case files for prosecution. Experience working on a narcotics task force. Operational knowledge of law enforcement software applications such as CLASSWEB, CCOM, LEDS, and others. Experience with Microsoft Office (Word, Excel, Outlook, PowerPoint, etc.)

Other Qualifications:

Possession of a Law Enforcement Data System (LEDS) Certification is required within 3 months of employment.

TYPICAL TASKS

 Duties may include but are not limited to the following:

• Provide analytical support for investigations of criminal activity including link charting, phone toll analysis, and other forms of investigative analysis.
• Utilize databases and open source information to compile historical data related to investigative targets. 
• Audit and maintain quality control of crime analysis data through accurate data documentation using various databases.
• Evaluate, organize, and analyze data and information in ongoing criminal investigations to aid investigators by utilizing specialized computer hardware and software.
• Consult a variety of resources, including crime mapping technology, computer-aided dispatch, police reports, and contacts with other professionals in their area and around the country
• Prepare analytical reports.
• Present reports, results, and recommendations to investigators, command staff, partner agencies, trial, and/or community groups.
• Assists in the identification of suspects and case clearance by identifying, studying, and analyzing various patterns of criminal activity.
• Provide support to investigators during operations, including maintaining logs, deconfliction, and entering targets through appropriate databases, monitoring radio traffic, and conducting records requests.

REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles and techniques of record keeping, software applications, operating systems for general records and record procedures, practices of data processing, data entry and retrieval techniques; law enforcement computerized systems program structure, relating to where and how programs store and relate data; statistical analysis relating to math and research techniques; advanced word processing, spreadsheet, database and other statistical research; mapping software to create complex documents and reports requiring the interpretation and manipulation of data; preparing and maintaining accurate running statistical records. 

Skill to: Make accurate predictions based on trend analysis, including the ability to predict crime patterns; use modern research methods; communicate effectively, both orally and in writing; prepare and present written and oral presentations; respond to the public in a tactful manner; react quickly and appropriately to requests for information; establish and maintain effective working relationships with staff, other law enforcement agencies, and the public; understand and comply with the rules and regulations of Clackamas County Sheriff’s Office (CCSO); operate a variety of equipment including computer, special law enforcement and software applications; interpret and apply federal, state and local policies, procedures, laws and regulations.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. 

This position is subject to callout after normal working hours and must be available to work outside of normal working hours on occasion.

This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
