Job Description:
Information Technology BA III

Performs work for the Financial Services Division, Provider Finance Department under the supervision of the Director of Data Integration. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Provides advanced technical guidance and oversight in application development, collection and management of data to support the development of Medicaid payment rates.

Work includes: developing and implementing complex systems for collecting statistical and cost data; Designing and maintaining complex systems, software applications/programs, spreadsheets, large databases, procedures, data instruments, and data tracking systems; Developing, implementing, maintaining, monitoring, reviewing and evaluating strategic plans, goals, objectives, workload measures, policies, rules and procedures and determining options and recommendations; Providing effective direction to staff on assigned projects; Providing training and technical guidance to agency staff and contracted providers on cost reporting systems; Documenting and providing technical support of the cost reporting and tracking systems; Interfacing with diverse groups, including other agency staff, medical/provider associations, advisory committees, workgroups, legislative staff, client advocates, attorneys, state/federal auditors, audit managers and audit staff throughout the state, and interested parties regarding data collection and the rate-setting process; and, Ensuring that the department applications and website contains accurate, timely and informative information. Also performs other work as assigned or required to maintain and support the office and agency operations. Essential Job Functions:
Gathers, analyzes, and documents user requirements, business processes, and problems to automate or improve existing systems; elicits and documents business needs for new systems. Compiles and documents procedures used throughout software development and revision.

Develops, documents, and revises system design procedures, test procedures, and quality standards. Monitors the maintenance and enhancement of routine computer systems to ensure proper functionality. Prepares detailed workflow charts and diagrams that describe input, output, and logical operation and converts them into a series of instructions coded in a programming language. Prepares detailed analyses, plans, diagrams, and verification procedures for existing and proposed applications.

Serves as a liaison by providing consultation, documentation, and direction to other areas with regards to analysis, design, configuration, testing, and policy implementation within all systems. Facilitate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation.

Analyzes program policies and procedures to determine their effect on automated systems and system functional areas. Analyzes users’ needs; designs, tests, and develops software to meet those needs. Develops routine code and debugs software. Analyzes, reviews, and revises software to increase operating efficiency or to adapt to new procedures.

Perform research and analysis required for project proposals, software and systems modifications, and new projects Identify a project’s potential risks and difficulties and design strategies to mitigate or avoid them. Prepare and execute software test plans.

Monitors resource email box for external and internal inquiries; determines appropriate handling of inquiries in accordance with state and agency policies, procedures, rules, and statutes. Transfers requests to other business areas, as necessary, and maintains documentation of how inquiries were handled.

Participates in team meetings, trainings, and other administrative and operational duties related to cross-coordination with other members of the team.
