Summary

The incumbent position is located at the New York Campus VA Medical Center, New York Harbor Health Care System (NYHHCS), Department of Veterans Affairs in the office of Health Administration Service, an administrative service that supports a plethora of clinical functions. Health Administration Service (HAS) is also knowns as the business office because it functions to support all business activities that support the healthcare system.

Duties

Manages all the administrative functions of each element of the department : Fiscal Responsibility, Compliance, Human Resources, Quality management and Patient Satisfaction, Accreditation, Contract Management and Project Management as directed. Identifying, acquiring, and retaining the resources necessary to accomplish the highly scrutinized and critical outcomes of the service. This includes personnel, funding, equipment, space, information technology, systems, and structures. Analyzes memoranda, regulations, and policy statements issued by VA, VHA, VISN 2, and the NYHHCS VA Medical Center. Directs the implementation of revised policies and procedures, ensuring compliance with the directives. Provides advice and assistance concerning administrative operations, development, and the control of administrative management reports specific to HAS to other departments within the facility as well as other sites. Responsible for reviewing and approving organizational changes, position descriptions, and individual performance standards. In addition, the incumbent provides guidelines on such issues as leave administration, disciplinary actions, recruitment and placement, position management, position classification, and continuing educational activities. Recruitment for HAS staff is specialized and requires knowledge of both administrative positions utilizing position descriptions and clinical positions utilizing functional statements. Functions as the Service Recovery Liaison for the HAS. Duties include serving as a direct line patient advocate, resolving patent complaints and issues, and coordination of care with multiple hospital services or community partners to resolve issues that may arise. Utilize the Patient Advocate Tracking System (PATS) to manage this data in collaboration with the Patient Advocates office. Coordinates Service-level quality management activities including but not limited to Systems Redesign initiatives, AES service coordinator, and membership on HCS level committees. Coordinates preparation for Service-based Joint Commission inspections, Office of the Inspector General (OIG) inspections, and VA System-Wide Ongoing Assessment Review Strategy (SOARS) site visits. Serves as the Contracting Officer's Representative (COR) for all service contracts. Serve as the point of contact for all projects related to HAS. Ensure that process improvement projects are coordinated appropriately and that best practice results from pilots are implemented as widely as possible to assist not only the service but the healthcare system. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
