Program Specialist I

The Program Specialist I performs routine (journey-level) consultative services and technical assistance work to support conservatorship (CVS) program staff in Child Protective Services (CPS) and Single Source Continuum Contractors (SSCCs). Work involves assisting with planning, developing, implementing and monitoring compliance with Information/Referral (I&R) Abuse/Neglect (A/N) Notification staffings and provides consultative services and technical assistance to program staff. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job Functions:
Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to program assignment.
• Manage and utilize regional compliance mailbox for I&R A/N Notification staffings.
• Communicates with program staff (primary worker and chain of command) to provide information and notification of need for a staffing.
• Support all regions (DFPS and SSCC) with I&R documentation, entry, and follow up for all new intakes of abuse and neglect on youth in care.
• Provides technical assistance, communicates, and prepares training, as needed, on policy and quality standards to staff to ensure they are met in the documentation of I&R A/N Notification staffings.
• Researches and analyzes data, trends, best practices, and stakeholder feedback to support the justification for proposed changes to policy and procedure and identify areas of improvement or inefficiencies.

Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program.
• Serves as point of contact for all I&R abuse/neglect notifications to conservatorship workers to ensure that documentation is entered to include the report and staffing as well as ensuring follow ups are completed on the action items identified from the staffing.
• Responsible for creation, organization, analysis, and preparation of training and tracking materials in response to requests for I&R A/N information and reports.
• Collaborate with staff to develop strategies and solutions to enhance program effectiveness.

Serves as a liaison to staff, government agencies, community organizations, or the general public to assist in explaining program specifics and requirements
• Organizes and delivers reports and presentations to field staff, leadership, and the executive team to explain program specifics, requirements and compliance measurements.

Markets program(s) to community and professional groups to encourage and/or improve interest in the program(s).
• Develops tools and facilitates consultation with internal and external stakeholders to identify needs and discuss program effectiveness while ensuring compliance.

Monitors and reviews compliance with requirements, laws, regulations, policies, and procedures.
• Perform quality checks for accuracy and thorough responses in the documentation of I&R A/N Notification staffings by ensuring they are staffed by the primary workers, supervisors and program directors within timeframes.
• Obtains and reviews daily, weekly, monthly, quarterly, and yearly reports utilizing data warehouse.
• Analyzes performance data to help ensure compliance with program policies and procedures, statutes, and rules.
• Provides feedback and recommendations to appropriate parties based on compliance analysis.

Assists with the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports.
• Gathers relevant data from various sources and conduct analysis to identify trends, patterns, and insights that contribute to a comprehensive understanding of the program's performance and compliance.
• Utilizes the analyzed data to prepare detailed reports and presentations that address specific requests for program information, including findings, observations, and recommendations for program improvement.

Assists in providing consultative services and technical assistance for agency programs.
• Administers consultative services and technical assistance to program staff by providing guidance and expertise on staffing and documentation of I&R A/N Notification Staffings to assist in addressing challenges, clarifying policies and procedures, and offering recommendations for program improvement.

Assists with the preparation of administrative reports, studies, and specialized projects.
• Collects relevant data, conducts research, and analyzes information to support the creation of comprehensive reports and studies.
• Collaborate with team members to ensure accurate and timely completion of tasks, while adhering to deadlines.
• Assists with specialized projects related to I&R A/N Notification staffing, as needed and under the direction of leadership.

Assists in preparing comprehensive reviews of literature, statutes, rules, and/or policies.
• Reviews and analyzes statutes, rules, regulations, and policies relevant to the program and I&R A/N Notification staffings.
• Examines the legal and regulatory framework to understand the requirements, obligations, and guidelines that govern the program's operations.

Assists with the review of program area operations to identify areas in need of change and assists with the development of plans to improve or address areas of concern.
• Identify any gaps or inconsistencies that may impact program compliance and propose recommendations for alignment and improvement.
• Compiles and prepare comprehensive reports that outline the rationale and justifications for the implementation of procedural or policy changes.
• Clearly articulates the identified issues or gaps, explain the potential benefits and anticipated outcomes of the proposed changes, and provide supporting evidence, data, and analysis.
• Presents reports in a logical and persuasive manner to effectively communicate the need for change to decision-makers and stakeholders.

May assist in preparing justifications for the implementation of procedural or policy changes.
• Conducts research and analysis to gather relevant data, information, and evidence regarding the need for procedural or policy changes.
• Evaluates the current procedures or policies, identify areas of improvement or inefficiencies, and assess the potential impact of proposed changes.

May assist in developing policy and procedure manuals.
• Assist in drafting and editing policy and procedure manuals as it relates to I&R A/N Notification staffings.
• Develop clear, concise, and comprehensive written content that accurately reflects the organization's policies, guidelines, and protocols.
• Collaborate with subject matter experts and stakeholders to ensure accuracy and completeness of the manuals.
• Edit and revise drafts based on feedback, ensuring that the language used is accessible and understandable for the intended audience.

May assist in analyzing legislation to develop recommendations for policy in programmatic areas relating to the implementation, improvement, and/or expansion or reduction of program funding.
• Conduct thorough analysis of relevant legislation and regulatory changes that impact programmatic areas. Stay updated on proposed bills, laws, and regulations that may affect program funding and implementation.
• Evaluate the potential implications of legislative changes on the program and identify opportunities for improvement or expansion.
• Develop recommendations for policy changes based on the analysis of legislation and programmatic areas. Provide informed insights on potential improvements, modifications, or expansion of existing policies to optimize program effectiveness and efficiency.

Performs related work as assigned. Knowledge Skills Abilities:
