Offshore Wind Energy Roadmap Project Coordinator

The primary purpose of the position is to lead the development and implementation of an Offshore Wind Energy Roadmap for the state through a comprehensive engagement process. This position will act as the lead for the department on offshore wind energy policies, procedures, and review of proposed projects. Floating offshore wind energy, globally, is an emerging industry and a potential additional source of clean energy. There is substantial wind energy development potential in state and federal waters off the coast of Oregon. There are equally important aspects of Oregon's oceans, ecosystems, and coastal communities that could be impacted, positively or negatively, by offshore wind energy development including the environment, fishing, Tribal cultural resources, and coastal economies. As directed by House Bill 4080 (HB 4080) in the 2024 legislative session, DLCD is responsible for working with the Governor's office, representatives of tribal nations, other agencies, local governments, and interested parties on the completion of a Roadmap.
A Roadmap is an opportunity for a diversity of interests in Oregon to establish a more transparent, equitable, and community-driven process for planning, siting, developing, and operating floating offshore wind energy projects and their associated infrastructure. The Roadmap Project Coordination will be responsible for leading the state to conduct an open, transparent, proactive, and comprehensive dialogue around floating offshore wind energy that represents all of Oregon's interests in state, tribal, regional, and federal planning and decision making resulting in a Roadmap. This position will lead the implementation elements of the Roadmap that DLCD is tasked to complete including possible amendments to the Territorial Sea Plan part 5.

Minimum Qualifications
A master's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND three years of experience;
OR
A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND four years of planning experience related to the job; OR
Eight years of planning experience related to the job; OR
An equivalent combination in relevant education, training, and experience.

Strong understanding of offshore wind policies, regulations, and projects.
Ability to speak and write effectively, including proof reading.
Establish and maintain cooperative and harmonious working relationships with others.

Working independently and carrying out assignments without detailed instructions.
Strong coordination and public relations skills will make the candidate successful in this position.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
