Job Description:

Energy Security and Emergency Preparedness Role at the Oregon Department of Energy

The Oregon Department of Energy is seeking a highly skilled professional to lead the development and implementation of a statewide energy security plan. This role will involve analyzing risks and threats to Oregon's energy systems, including electricity, natural gas, liquid fuels, and propane, and identifying measures to mitigate those risks.

The successful candidate will have a strong understanding of the energy regulatory landscape and policy framework, as well as experience in energy emergency management support functions and systems. They will also have the ability to respond effectively to energy emergencies through robust and emergency response plans, coordination mechanisms, and rapid decision-making processes to minimize the impact of disruption and ensure resilience in the face of adverse events.

Key Responsibilities:

  • Develop and implement a statewide energy security plan that analyzes risks and threats to Oregon's energy systems
  • Collaborate with Oregon Public Utility Commission staff, utilities, and energy providers, stakeholders, federal and local governments, and Tribal governments to advance energy security
  • Represent the Governor's Office and the agency in various policy and planning forums
  • Manage and oversee the planning, development, training, and implementation of significant energy planning or energy emergency management programs

What You Will Bring:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills
  • Five years of experience coordinating or administering a program, or any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification

Preferred Qualifications:

  • Experience with Emergency Support Function 12: Energy emergency response structure for disaster response and recovery

Work Environment:

This is a full-time, management service position. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.
