Offshore Wind Energy Policy Specialist

Job Description:

The Offshore Wind Energy Policy Specialist will be responsible for leading an assessment of Oregon’s federally approved enforceable policies applicable to offshore wind energy development. The assessment will include both policies related to ocean management as well as policies applicable to the onshore components of an offshore project.  

 

This assessment will require consultation with Oregon Coastal Management Program (OCMP) networked agencies and local governments. A completed assessment will be used to identify priority gaps and an appropriate mechanism for addressing them, either through rulemaking or establishment of policy in administrative rules, local comprehensive plan amendments, or new statutes. The incumbent will provide support as needed to state agencies and local governments through these processes.  

 

These duties will be in addition to the position implementing Oregon federal consistency authority and processing day-to-day Coastal Management Act (CZMA) determinations. The position will also interpret and apply the policies, regulations, and standards of the Oregon Coastal Management Program to activities, policies, and programs of federal authority that affect Oregon’s Coastal Zone.

Minimum Qualifications  

A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND three years of progressively responsible planning experience related to the job; OR 

Note: A master’s degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience. 

Six years of planning experience related to the job; OR 

An equivalent combination of relevant education, training, and experience.

  • Knowledge of the requirements of the federal Coastal Zone Management Act and familiarity with the Code of Federal Regulations understanding of roles and responsibilities of local, state, and federal agencies and tribal governments in natural resources management in the coastal environment;  

  • Ability to read carefully, learn about, and think critically in subject areas that may be unfamiliar. 

  • Skill in organization, preparation, and presentation of program information. 

  • The ability to speak and write effectively, including proof reading. 

  • Establish and maintain cooperative and collaborative working relationships with others who may have different perspectives. 

  • Working independently and carrying out assignments without detailed instructions.  

  • Strong coordination and public relations skills will make the candidate successful in this position.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS.  Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
