Job Description:
Under the supervision of the Data and Reporting (D&R) Manager, the Data and Technology Specialist (Program Specialist V) performs highly advanced (senior level) data and systems analysis work related to aging services for the Office of Area Agencies on Aging (OAAA). The Data and Technology Specialist works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

The position provides technical support for the Information Management System (IMS) statewide system to facilitate efficient and accurate reporting of a substantial amount of data to federal and state entities. Assist with processing of submitted system user access change requests for provisional and/or role changes. Ensures security and protection of sensitive information to include access review to ensure least privilege access for IMS or other systems. Performs activities related to the validation of quarterly performance data and conducts monthly validation activities to ensure data accuracy. Assists in planning, scheduling, and coordinating submission of annual reports to the Administration on Aging (AoA). Work involves planning, organizing, securing, monitoring, and managing resources to bring about the successful completion of specific project goals and objectives within the constraints of scope, time, and budget; also includes the development of processes and procedures; generating internal and external data reports; and performing in-depth program data analysis and evaluation of grant performance and reported services activities. Work involves preparation of state and federal reports; coordination and development of Area Agencies on Aging (AAA) performance measures; analysis and review of performance measure targets completed; and preparation and monitoring of performance measures. Other duties as assigned.
Essential Job Functions:
(30%) Assists with accurate collection, analysis and reporting of program data derived from Information Management System (IMS). Analyzes and interprets qualitative and quantitative data sets. Coordinates activities related to key performance data to ensure federal and state reporting is accurate, complete, and timely. Completes complex internal and external data reporting to include analysis and evaluation of grant performance, service performance, performance metrics to include reviews/reports/evaluation activities associated with programs under oversight of OAAA.

(30%) Assists with processing end-user requests for IMS user access and role account provisioning, internal/external end-user issues, applications, and other resource access. Ensures strict compliance with all prerequisites, approvals, and requirements before provisioning access. Adheres to, updates, and creates internal policies governing the provisioning and de-provisioning of access and the secure transmission of confidential data. Ensures security and protection of sensitive information to include access review to ensure least privilege access for IMS or other systems. Ensures network security by promoting security awareness and educating users, contributing to improving application/resource provisioning and network management.

(25%) Develops, updates and/or maintains internal and external tools or application forms in consultation with internal and external stakeholders. Ensures changes to processes, manuals, and tools are communicated appropriately to internal and external stakeholders. Manages and performs all activities related to the validation of quarterly data to ensure the accuracy of IMS data and quarterly performance data. Conducts analysis of quarterly performance data to ensure accurate reporting of expenditure data and trends. Develops processes and procedures; generates internal and external data reports; and conducts data analysis.

(15%) Assists in developing, preparing, and approving written data analyses, handbooks, research projects, training materials, and other documents as assigned. Serve as a subject matter expert in developing training materials and facilitate training for staff and partners on using IMS or other application or tools related to the OAAA data.
Knowledge Skills Abilities:
•Knowledge of aging and disability programs and service systems; AAA or other health and human service organizations serving older individuals or persons with disabilities with knowledge in reporting requirements for federal and state entities.
•Skill in reviewing, analyzing, and evaluating large volumes of data.
•Skill in SQL, MS Access, advanced Excel, and other programming languages.
•Knowledge of relational databases.
•Skill in working with ticketing or help desk support requests. Skill with prioritizing open or pending requests for information/assistance.
•Knowledge (technical) of information security practices and procedures.
•Skill in analyzing measures or indicators of program performance, program performance projections, and progress in meeting program goals.
•Ability to efficiently coordinate multiple projects, prioritize work and meet time frames.
•Ability to exercise sound judgment, take initiative, work independently, and think innovatively.
•Ability to train others and to communicate complex information to a variety of individuals or groups through oral presentations and written instructions.
