Job Overview

The Montana State Auditor, Commissioner of Securities and Insurance (CSI) is responsible for the regulation of insurance companies under Title 33, Montana Code Annotated. The Insurance Financial Examiner/Analyst Supervisor position is a supervisory level position, accountable for professional, administrative, and supervisory work. The incumbent directs teams in identifying, examining, and evaluating insurance and financial service companies to verify acceptable practices and ensure operations are compliant with state laws and regulations. Employees at this level oversee company analyses and examinations, company licensing, the administration of taxes and fees, and other activities of the assigned unit(s). 

In addition to supervising staff, this employee is expected to train and mentor employees, plan and assign work, and assess performance. Employees in supervisory roles are required to have the knowledge, skills, and certifications necessary to perform and review the work overseen. The incumbent must be willing to attend out-of-state National Association of Insurance Commissioners (NAIC) meetings and other industry events or training. Representing the Examinations Bureau Chief at such events may be required, periodically.

The successful candidate will be responsible for the following essential functions in addition to supervising team members who are actively performing these and other similar tasks:

·Performing the evaluation of the financial position of insurance companies, to verify solvency and ensure that operations are compliant with Montana laws and regulations, for all insurance companies, including high priority, large, and/or financially troubled companies.

·Executing financial examinations and analyses, which includes the assessment of financial strength, internal control environments, enterprise risk management structures, quality of corporate governance, claims practices, pricing and underwriting practices, and the preparation of exam reports and defense of findings, to NAIC standards. 

·Supervising the review process for applications of insurers or service providers seeking licensure in Montana.

·Mentoring and providing constructive feedback to employees and performing other management functions such as hiring, performance management, discipline, work distribution, and employee development.

·Reviewing potential legislation or policies and assessing their impact on the duties of the Examinations Bureau.

·Participating in the customization of examination documentation software and premium tax reporting and internal accounting programs.

·Overseeing the internal audit of the CSI.

·Completing special projects as assigned by the Examinations Bureau Chief. 

Minimum Educational and Experience Requirements: 

Bachelor’s degree in a relevant field of study. Seven (7) years of job-related experience.  Certified Financial Examiner certification (CFE) from the Society of Financial Examiners or a Certified Public Accountant’s license (CPA). 

Alternative combinations of education and experience may be considered.
