The Quality Assurance Program Analyst works under the direction of the Program Analyst Manager and is knowledgeable in one of the following Long Term Care Program Provider types: Home and Community-based Services (HCS), Texas Home Living (TxHmL), Assisted Living Facilities (ALF), Day Activity and Health Services (DAHS), Individualized Skills and Socialization (ISS), and/or Provider Investigations (PI). The Program Analyst must have experience in cross-team coordination, project coordination, and project oversight. The position provides support to all program staff and routinely interacts with other Quality Assurance teams, Policy and Rules, Curriculum and Training, Field Operations, and Enforcement on various program support projects and assignments. The Program Analyst provides guidance, case consultations, staff development, and training to program staff, in compliance with state laws and regulations, rules, policy, and procedure. Work involves evaluating high-profile and complex investigations, providing case-related reviews, recommendations, and audits, in addition to aiding in identifying trends, patterns and root cause analysis, developing, implementing, preparing, and presenting data tracking systems and reports, developing and delivering training resources and plans, and community engagement. The Program Analyst is responsible for collecting, reviewing, and analyzing data related to assigned work and program areas, including the creation and maintenance of any required data collection systems. Work involves generating data reports for regular meetings as well as special requests. The Program Analyst is responsible for attending and presenting at unit, regional, all staff meetings, and other meetings by request. Responds to inquiries and interacts with internal and external stakeholders, specifically with other areas within LTCR. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Conducts other duties as assigned. Essential Job Functions:
Reviews, evaluates, and provides feedback on high risk and complex investigations and surveys. Completes various case related audits. Assists across QA teams and reviews tags as needed. Coordinates and oversees projects. Leads internal workgroups and cross team collaboration. Documents and explains consultation findings and recommendations. Mentors, trains, and develops program staff. Develops and coordinates training and resources for program staff. Develops and conducts staff training as new program policies and procedures are implemented. Communicates and coordinates effectively with program and division leadership, other state agencies, and external stakeholder groups. Coordinates with quality assurance, policy, and training to communicate areas of need and improvement. Reviews, analyzes, and provides feedback on proposed policy, procedure, and program goals. Analyzes data to identify trends or patterns. Creates and maintains data collection systems. Prepares reports. Identifies areas of needed change and makes recommendations to improve operations. The Program Analyst coordinates with training to offer assistance and support to resolve trends. Attends project, committee, division, and presentation meetings to educate and represent the program. Performs related work as assigned. Knowledge Skills Abilities:
Experience and extensive knowledge in LTCR policies, procedures, rules, and applicable state and federal laws and regulations. Skill in conducting, supervising, and/or evaluating investigations and/or surveys in LTCR program settings. Skill in managing multiple and competing priorities. Skill in providing recommendations, direction, and guidance. Skill in preparing reports and letter correspondence. Skill in providing technical support. Skill in collecting and analyzing data. Skill in use of personal computer and various software programs to include Word, Excel, Teams, PowerPoint, and Outlook. Ability to develop and provide constructive feedback. Ability to research, evaluate, and interpret policies and procedures. Ability to review and edit professional documents. Ability to manage timeliness and action plans to accomplish goals. Ability to train others and present to large groups. Ability to communicate effectively, and to operate with high professional standards. Ability to build, establish, and maintain effective working relationships. Ability to work collaboratively and cooperatively with diverse groups. Ability to conduct 80 hours of investigative field work annually.
