Position Overview:

The Safety and Environmental Compliance Specialist plays a crucial role in the coordination and execution of health, safety, and environmental initiatives. This position engages with employees to cultivate a culture of accountability and responsibility regarding Safety, Health, and Environmental standards. The Specialist ensures adherence to regulatory requirements and internal policies, frequently collaborating with plant personnel.

Safety Culture Development:

Under the guidance of the HSE Manager, this role promotes a workplace culture where safety, health, and environmental stewardship are fundamental values. The goal is to foster an environment where all employees believe that zero incidents are achievable, are actively engaged in safe work practices, and collaborate to mitigate at-risk behaviors. Participation in HSE teams is essential, along with coaching operations personnel to become effective HSE leaders.

Performance Improvement:

Evaluate HSE conditions and behaviors, providing recommendations for enhancements to achieve world-class performance standards.

Regulatory Compliance:

This role is primarily responsible for establishing systems, procedures, and practices that maintain an 'audit-ready' compliance status. The Specialist will assist in developing and implementing Standard Operating Procedures (SOPs) and training programs to ensure compliance with both company policies and applicable federal, state, and local regulations.

HSE Strategies and Management:

Lead the deployment of industry-leading HSE programs, systems, and processes, ensuring clear procedures are established for HSE measures and precautions. Drive the effective and sustainable implementation of plant HSE initiatives through leadership, coaching, and teamwork, while actively participating in field operations to promote continuous improvement.

Key Responsibilities:

  • Assist in conducting Pre-Startup Safety Reviews (PSSRs) and Process Hazard Analyses (PHAs) as needed.
  • Review low-level Management of Change (MOC) requests periodically.
  • Facilitate HSE meetings as required.
  • Conduct HSE training sessions for plant staff.
  • Support the annual evaluation of the HSE Management System.
  • Assist in the timely completion of incident investigations and effectively communicate findings and corrective actions.
  • Drive the resolution of open HSE action items within the Corrective/Preventative Action System.
  • Engage with operators and leadership on HSE matters and conduct employee surveys to assess understanding and training effectiveness.
  • Contribute to the development and execution of effective communication strategies and safety-related activities to enhance employee involvement in the HSE program.
  • Perform regular assessments, document findings, and ensure follow-up to completion.
  • Support the maintenance of the industrial hygiene program.
  • Participate in project walk-downs and planning activities.
  • Provide guidance and support to all plant personnel regarding safety inquiries and concerns.
Qualifications:
  • Bachelor's degree in Environmental, Health, and Safety or a related field is preferred.
  • Certifications such as CSP, CSHO, or other recognized designations are preferred.
Required Skills and Competencies:
  • Minimum of 5 years of direct experience in HSE.
  • In-depth knowledge of state and national HSE regulations and requirements.
  • Experience in chemical manufacturing is preferred.
  • Strong planning and organizational skills.
  • Ability to adapt to unexpected conditions and emergencies in a professional manner.
  • Excellent analytical and problem-solving abilities.
  • Outstanding written, verbal, and interpersonal communication skills.
