Introduction

Loudoun County, Virginia, is located approximately 35 miles outside Washington, DC. Loudoun County plays a key role in the Northern Virginia region and participates in regional undertakings including those related to transportation/transit and road infrastructure, parks, mental health, public safety, and economic development. Recognized as one of the fastest-growing counties in the entire United States, Loudoun boasts a thrilling and diverse local economy that will continue to expand with the recent opening of the three new Metrorail Silver Line stations.

The Department of General Services directly supports County residents and County government by providing responsive and effective emergency and essential public works support, facility maintenance, energy management, solid waste management, environmental management and compliance, stormwater management, internal services, vehicle support and transit services. 

Job Summary

Loudoun Countys Department of General Services is seeking a strategic leader to oversee fleet operations and the countys public transportation network. The Fleet Operations and Transit & Commuter Services divisions currently have a staff of approximately 21 employees, comprised of a diverse team of professionals while managing a combined $38M operating budget and a $15M CIP budget.

The ideal candidate will possess knowledge, skills, abilities, and/or prior experience with any or all of the following:
Operating and CIP budget development, implementation, and oversight.
CNG fueling infrastructure and operations.
Government procurement and contracting.
Zero Emission fleet and charging experience to include battery electric buses.
Green fleet planning.
On-demand micro transit, to include paratransit.
A deep understanding of Asset Management System utilization.
WMATA and Metropolitan Washington Council of Governments exposure.
An understanding of bus rapid transit and mobility service public transportation models.
Transit bus RFP experience.
Asset disposal.
FTA No/Low Grant experience.
Fleet maintenance operations management.
Transit services management.
Data management and route optimization. 

Hiring salary is commensurate with experience.

Minimum Qualifications

Bachelors Degree in Business, Public Administration or a department-related area, such as Civil Engineering, Logistics, Transportation Planning, Urban Planning, or Fleet Management, and a minimum of seven (7) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience. 

Job Contingencies and Special Requirements

The successful candidate will undergo criminal, credit, and DMV record background checks to include CJIS fingerprinting.

This position requires a valid drivers license and is subject to call, 24 hours a day, seven (7) days a week. The incumbent has responsibility, alternating with the Director and Deputy Director, to provide General Services active representation and support in the Countys Emergency Operations Center (EOC) during activations which may result from natural or man-made disasters or events. This position is considered essential.
