Job Description:
Works under the direction of the Director of the Vendor Management & Operations Unit within the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Performs advanced (senior-level) managerial work administering all daily operations and activities of the WIC program’s Compliance Oversight Branch. Is responsible for establishing goals and objectives for the Branch. Develops schedules, priorities, and standards for achieving established goals. Establishes staff development plans and activities to ensure all team members stay engaged and effective. Oversees UPC data, cost containment/competitive pricing, reporting, and monitoring/compliance activities of vendors. Oversees development and implementation of techniques for evaluating and streamlining business functions. Coordinates and evaluates business functions and department activities, and implements efficient solutions. Manages business continuity and process improvement. Is involved with technology development as it pertains to the Compliance Oversight Branch and Vendor Management and Operations. Develops, revises, implements, and evaluates policies and procedures to ensure continued compliance with federal regulations. Plans, assigns, and supervises the work of others. Oversees and coordinates the work of and is the liaison with the Office of Inspector General’s WIC Monitoring group. Represents the Branch and the Unit, as needed, at meetings, trials, hearings, conferences, and seminars. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Essential Job Functions:
1. Directs and manages the operations and activities of the WIC program’s Compliance Oversight Branch. (20%)

2. Provides effective supervision, guidance, coaching and development to direct reports. (20%)

3. Oversees operations for UPC data/database and cost containment/competitive pricing utilizing technology and innovation, and ensuring compliance with federal regulations. (20%)

4. Oversees operations for compliance monitoring activities, including oversight of the Office of Inspector General’s WIC Monitoring group. (20%)

5. Responsible for engaging with technology development as it pertains to the Compliance Oversight Branch and the Vendor Management and Operations Unit. (10%)

6. Communicates both verbally and in writing with a wide variety of internal and external stakeholders. (5%)

7. Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations. (5%)
