A Little About Our Business

The State Procurement Services Division (SPSD) administers a cost-effective, professional procurement and contract administration program for the State of Montana by ensuring fair competition, maximizing the purchasing value of public funds, and providing leadership and services for innovative, responsive, and accountable public procurement. 

The Operations Bureau within the SPSD is a critical area for improving performance through reducing costs, increasing efficiency, and mitigating risks. The Operations Bureau is the heart of State Procurement and oversees our e-procurement system, our forms and policies, they conduct agency compliance reviews, and manage all agency delegation agreements.

What is this career opportunity? The SPSD’s Operations team is looking for an individual with excellent analytical, research, and communication skills to join our team as the Purchasing Card Policy Officer.SPSD is a small but mighty team comprised of the Administrator, three supervisors, and 12 staff members.You would report the Procurement Operations Manager and would be responsible for:

Oversee the daily management of the enterprise P-card program including approving requests for new cards, setting spending limits, monitoring individual usage, and adjusting transaction limits as needed. Perform program management and strategic planning functions including developing and revising policies and procedure . Partner with our trainer to develop and conduct training and coordinate training with the P-card provider and end users. Ensure small purchase policy and procedure compliance via managing updates, changes, and/or replacement of P-cards and suspending, canceling, or destroying P-cards due to violation of policy, employee transfer, and/or termination. Evaluate risk and track financial activity including monitoring cardholder transaction limits and purchase history and identifying trends and/or fraud. Conduct regular program audits and generate reports to monitor the activity and usage of cardholders and managers; immediately notify management of instances of misuse or fraud. Prepare recommendations for management based on periodic and unannounced audits including program changes, policy revisions, and communication plans for cardholders and managers. Respond to P-card inquiries and assist with problem resolution.

What are we looking for?
Education and Experience:

·Bachelor’s degree in Business, Public Administration, Communication, or related field; OR

·Associate degree in Business Public Administration, Communication, or related field and two years’ experience in technical writing, research, accounting and reporting, or project management; OR

·Alternate combinations of education and experience will be considered on a case-by-case basis.

Competencies:

·Deliver outstanding customer service

·Conduct extensive market research, system analysis, and data gathering analysis

·Compile and report administrative fees gathered from cooperative contracts

·Learn the theory, principles, practices and techniques of government contracting

·Learn the State of Montana's procurement process, administrative rules, and federal procurement rules and laws

·Work and effectively communicate with diverse levels of management and stakeholders

·Establish objectives and priorities based on goals and general direction provided by management

·Identify problems, emerging issues and trends, and establish strategies to address them

·Mediate and resolve disputes

·Work independently with minimal supervision

·Prioritize and manage multiple projects and manage time effectively
