This position is eligible for telework, however, this option may change based on performance and/or agency need.** Performs highly advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, coordinating, and implementing major agency project(s) and providing consultative services and technical assistance to CMU staff, government agencies, community organizations, or the contractors. Under the direction of the Substance Use Disorder (SUD) Contract Management Unit (CMU) Director, the PSVII will perform complex analysis of projects and processes, business analysis and function as a liaison with internal stakeholders to conduct detailed research and analysis of information from multiple systems and tools that are critical to the work of SUD. This position will monitor accuracy and implement practices that result in better information in support of the SUD CMU policies, procedures, and practices. The PS VII will manage and maintain Smartsheet on behalf of the SUD CMU, which includes but not limited to the development of blueprints, dynamic views, reports, intake sheets, forms, Gantt charts, etc. The PS VII will also provide high-quality reports, briefing documents and presentations for executive management review and decision-making. Utilizes advance project management skills to develop work plans, implement complex projects, coordinate workgroups, track progress and report on results. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

EFJ1. Create efficiencies in data management and reconciliation using Smartsheet, to include but not limited to development of blueprints, dynamic views, reports, intake sheets, forms, Gantt charts, etc. Plans, prioritizes, and performs of a variety of technical, training, research, planning, policy, program/contract assessments, and administrative activities for assigned projects including overseeing the data collection for delivery of services; provides high-level technical assistance for a program; and creates efficiencies where opportunities occur. Develops and implements effective techniques for evaluating agency programs and contract status, and provides guidance to staff in the development and integration of new methods and procedures. Creates and provides guidance on tools, data, and reports needed to assess quality, improve decision making, facilitate timely responses, and comply with procurement and contract-related requirements. Uses advanced analytics and reporting skills to assess and recommend projects which will improve operations. Acquires data from different sources related to procurement and contracting systems which are critical to the work of SUD, including but not limited to System of Contract Operations and Reporting (SCOR), Centralized Accounting and Payroll/Personnel System Financials (CAPPS Fin), Behavioral Health Management Services Management System (BHSMS), and Clinical Management for Behavioral Health Services (CMBHS). Consolidates and analyzes information from multiple data tables to report on and improve performance. Prepares and explains data and analysis using a comprehensive approach that is understandable to those with limited data knowledge and experience. (30%)

EJF2. Coordinates the collection, organization, analysis, and preparation of materials in response to requests for program information and reports. Prepares high-quality briefing documents, annual reports, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making. Develops technical reports to present recommendations to the CMU leadership team. Serves as subject matter expert and provides technical assistance, training, written guidelines, and interpretation of information related to the work of the CMU. (30%)

EJ3. Completes and monitors required administrative and performance reports, studies, and specialized projects; and recommends appropriate changes to programs. Performs analyses of operations and problems and the preparation of reports of findings and recommendations. Work directly with CMU leadership and stakeholders to identify projects with the best potential to meet objectives. Assists management with developing program policies, procedures, standards, and manuals; and planning program activities in accordance with program objective and goals. Creates work plans, time frames, facilitates collaborative approaches to design, implement, and initiate improvements. Leads or oversees workgroups and meetings. Uses advanced project management principles and tools to develop plans, implement projects, develop time frames, track progress and report on results. (20%)

EJF4. Finds areas and systems needing improvement, supports leadership in understanding root causes, facilitates corrective actions that drive plans and recommendations, making needed adjustments and reports progress.. Provides suggestions for facilitating technical improvements, analyzes the issues to formulate logical solutions. Develops data quality measures, analyzes the data quality results, and coordinates with others to make the necessary changes to ensure data quality improvement. Develops and performs quality assurance for the reports to ensure data integrity, reduce data errors, and anomalies. (15%)

EJF5. Actively participates and/or serves in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Performs related work as assigned. (5%) Knowledge Skills Abilities:
Knowledge of statistics to analyze large and diverse data bases and build data-driven performance reports for the SUD CMU.

Knowledge of tools and practices for analyzing large data sets; running queries, writing reports, reporting on results, and presenting findings to others.

Knowledge of process and project management.

Strong analytical skills to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.

Skill in managing multiple and competing priorities

Ability to manage projects according to priority, scope, schedule, quality, risk, resources, and budget.

Ability to establish project goals and objectives, create project plans, and work breakdown structures.

Ability to understand dependencies across multiple information systems and sources.
