Systems Analyst IV

Under the general direction of the Manager of WIC Analytics and Quality Assurance unit, serves as a WIC Systems Analyst for WIC Information Technology (IT) systems.

Analyzes user requirements, procedures, and problems to automate processing and improve existing systems for Texas WIC. Translates user requirements into actionable requirements documentation for WIC application development and support vendors and State IT staff. Interfaces between various functions within the WIC program, HHSC, and the local agencies to coordinate project efforts. Assists with the preparation of management level reports and keeps senior management staff apprised of project progress and problem areas with recommended solutions. Work involves planning, developing, and implementing projects and reports supporting the WIC program.

Additionally, this position works closely with the steering committees, project teams, other program staff, and external stakeholders to ensure WIC program priorities and requirements are met in design of IT systems. Provides guidance to program staff in the development of federally required program components of an enhanced client service delivery system. Reviews and evaluates information on WIC service delivery system methods to make recommendations for improvements. This position will function as a liaison between EBT and management information system providers and state subject matter experts; will define business need, lead multi state requirements gathering meetings, develop test cases, develop reports and key performance indicators. Work is performed with a significant degree of creativity and latitude. Essential Job Functions:
Translates user requirements into technical requirements to assist with automating, processing or improving existing systems and procedures for Texas WIC. Translates user requirements into actionable requirements documentation for WIC application development and support vendors and State IT staff. Interfaces between various functions within the WIC program, HHSC Information Technology (IT), and the local agencies to coordinate project efforts. Assists with the preparation of management level reports and keeps senior management staff apprised of project progress and problem areas with recommended solutions. (30%)
Supports projects in Texas WIC using accepted project management methodologies. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments. Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections. Federal reporting and processes, and applicable HHSC and policies and procedures. (30%)
Maintains industry standards of quality assurance and structured reports development. Monitors and manages reports quality to ensure deliverables are acceptable and fulfill the terms of the contract or specifications. Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them. Initiates projects, obtains authorization and commitment, and demonstrates business need and feasibility. May plan, assign, and/or coordinate the work of others. (20%)
Works closely with the Program and Project Management Leads. Coordinates with the Project Management Lead to manage the preparation of written documentation, including documentation for end-users or system support staff, databases, progress reports, budget reports, and lessons learned using Microsoft Office Suite. May use Tableau, Power BI, and other business intelligence or data visualization software. (10%)
Provides guidance, communicates and explains report methodology and processes to interested groups and team members. Compiles and distributes report development, and status reports. Coordinates reporting development activities with other state agencies, governmental jurisdictions, or private sector partners and contractors, including USDA Food and Nutrition Services. (5%)
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%) Knowledge Skills Abilities:
