IMPORTANT INFORMATION
  • Working Condition: Hybrid > This position will work both in and out of an office, later this position maybe mainly remote.

  • This position is Limited Duration (LD), full time, and represented by SEIU.

  • This LD position is a workload position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.

  • Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

  • This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

  • Candidates must possess and maintain a current, valid driver license and an acceptable driving record. Driving records will be reviewed by Human Resources on an annual basis. If candidates do not drive, they can utilize an acceptable alternate method of transportation.

WHAT YOU WILL DO

The person in this position will help serve as a contract administrator to provide weatherization services to the people of Oregon. This position is responsible for the oversight and administration and reporting of the weatherization program administered by OHCS under the direction of the Weatherization Program Lead and the AD of Energy Services.  This position resides within the Energy Services Section within the Housing Stabilization Division. 

This position will work closely with the Weatherization Program Coordinator to manage grants and lead the development of program activities to ensure timely, accurate, and effective program services. This position will be responsible for reviewing and authorizing funding requests, ensuring and following up with timely spend downs, maintaining compliance with funding streams, and having a good understanding of how they work together. This position will provide program support and respond to technical questions from field staff as well as interact with OHCS and Agency fiscal staff. Continuously helping to plan, coordinate, and implement Oregon’s Weatherization Assistance Program (WAP) by developing budgets, awarding sub-grantee funding, accurately reporting quarterly information, maintaining financial recordkeeping, ensuring timely draws and spend downs, and developing best practices in a team setting all while maintaining compliance with State and Federal regulations.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years’ experience coordinating or administering a program.

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Excellent presentation, computer, written and verbal communication skills.

HOUSING STABILIZATION DIVISION: ENERGY SERVICES

The Energy Services Section of the Housing Stabilization Division addresses basic needs to help Oregonians access housing stability. The section manages state and federal resources to mitigate high energy costs, address health and safety risks, and improve energy efficiency in the homes of low-income Oregonians.  Through a network of community action agencies and utility companies, services include utility bill payment assistance, health and safety improvements, heating system repair and replacement, energy conservation services, and energy conservation education. These critical services encourage improved health and safety and improved housing stabilization.
