General Summary of Position
Reporting to the Vice President Human Resources, the Director Human Resources provides strategic direction for the HR department supporting corporate, shared services and IS divisions. Ensures the overall effectiveness of the key functions of HR to include staffing, associate's relations, compensation, benefits, HRIS, etc. for the entities and associates we serve. Acts as the primary internal consultant to the senior management team ensuring efficient operations to meet current and future business needs. Provides direction and coaching to the HR staff.

Primary Duties and Responsibilities

Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards. Ensures compliance with hospital/facility policies and procedures and governmental/accreditation regulations.Acts as an ambassador with the community and various external groups to promote our business goals, capabilities, and visibility as an employer of choice. Represents the entity to outside government accreditation agencies on Human Resource matters.Administers compensation and benefit practices in the entity providing advice and counsel to managers in order to ensure pay practices and benefits are administered appropriately and effectively; participates and provides input to corporate compensation and benefit departments to assist the company in continuous improvement in plan design and processes.Assesses the effectiveness of orientation/assimilation programs and processes making modifications as necessary in order to attract and retain quality, equipped and satisfied associates.Directs the entity Human Resources functions in accordance with the mission of the organization. Routinely evaluates the HR structure and action plans for continuous improvement of the efficiency and effectiveness of the group as well as provides individuals with professional and personal growth.Ensures entity is in compliance with all applicable labor, equal employment opportunity and employee relations statutes and regulationsFormulates and approves long and short term goals, objectives, plans and budgets for all HR functions and activities. Develops and secures approval of fiscal year goals and budgets for assigned organizational components and monitors progress to same, initiating corrective action as necessary.Manages associate satisfaction data gathering mechanisms including the associate opinion and engagement surveys, exit interview data, grievances, etc. in order to identify business changes needed to attract and maintain quality associates and facilitate positive change.Oversees preparation of various records and reports necessary to evaluate progress toward entities objectives.Partners with associates and management in the application and interpretation of HR policies, legal compliance, grievance and discipline problems, workforce planning, transfers, and terminations. Participates in periodic reviews of policies, recommending policy enhancements, embracing system-wide focus (when applicable). Stays abreast of changes in state, federal and case law that may have impact on our associate and/or candidate base.Partners with internal departments such as recruitment, compensation, benefits, HRIS,ERP, IS, Finance, Organizational Development etc. to promote seamless delivery of services to associates and management.Provides administrative oversight/liaison for associate records maintenance and management of automated associate data systems.Regularly participates in development of entity-wide plans, goals, and objectives. Interfaces and coordinates activities and decision making with key individuals within MedStar Health as needed. Participates as a strategic partner representing the impact on people and our workforce.Serves as consultant to other management personnel on specific Human Resource problems and concerns. Establishes credibility throughout the organization with management and associates by functioning as a partner with senior leadership and serving as a workforce champion.Participates in meetings and on committees and represents the department and business unit in community outreach efforts. Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.

Minimum Qualifications
Education

  • Bachelor's degree in Industrial Relations, Personnel Administration, Business Administration, or closely related field required
  • Master's degree preferred

Experience

  • 5-7 years of progressively more responsible related experience in Human Resources required
