Duties

As a Supervisory Human Resources Specialist GS , your typical work assignments may include the following:
Supervises the Operations staff comprised of Human Resources Specialists and Human Resource Assistants performing operations responsibilities.

Develops Division-level solutions and delivers guidance in response to complex or non-standard problems that potentially impact all employees or the entire Human Resources program, such as reductions-in-force, substantial mission changes, or major reorganization.

Serves as the Division's singular expert responsible for research and analysis on issues related to staffing and recruitment such as the use of different hiring authorities, pay flexibilities, audit requirements, and recruitment methods utilizing federal code, public laws, executive orders, and government and Department policy.

Develops Division-level solutions and delivers guidance in response to complex or non-standard problems that potentially impact all employees or the entire Human Resources program, such as reductions-in-force, substantial mission changes, or major reorganization.

Reviews work of the assigned team to include vacancy announcements, quality review of qualifications decisions, draft PDs, job analyses, crediting plans, and certificates.

Advises customers/managers on classification requirements and decisions and consults with/advises top HR officials regarding the most difficult cases.
Utilizes standard methods of recruitment such as delegated examining, direct hire authorities, reinstatement eligibles, and other recruiting authorities.
Analyzes qualifications of applicants when panels are not used and documents determinations regarding eligibility for appointment, promotion, reassignment, etc.

Provides expert guidance to customers on complex HR problems or issues that may be controversial and/or precedent setting in nature.

Requirements:

Conditions of Employment
You must be a United States Citizen or National.
You must successfully undergo a suitability check.
You must be a current Federal employee within the Department of Justice on a Competitive Service appointment.
You must meet all applicable time-in-grade requirements by the closing of this announcement.
You may have to complete a one year supervisory probationary period.

Qualifications:


To qualify for the position of Supervisory Human Resources Specialist (Assistant Director), (GS , you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.


If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

To qualify for the GS-15 Supervisory Human Resources Specialist position.

you must have one year of specialized experience equivalent to the GS-14 performing such duties as: Overseeing a wide range of recruitment, staffing, position management and classification for a organization; managing and reviewing staffing and recruitment assignments for the organization; solving sensitive and complex Human Resource (HR) issues; developing and classifying accurate position descriptions and participating in daily and quarterly audits of DE, Human Capital and Merit Promotion casefiles.
