Duties

Serve as a Senior Program Specialist responsible for handling routine and non-routine Civilian Human Resources issues. Recognize problems/problem areas; originate solutions to complex or unusual issues; and provide onsite assistance. Provide advice and assistance to managers and supervisors on personnel management matters involving staffing. Assist in the development and maintenance of automated systems which control and track data requirements and produce reports pertaining to manpower. Serve as the primary or alternate timekeeper and civilian pay expert for the organization. Provide authoritative interpretation and instructions of laws, regulations, policies, and procedures, and develops guidance on appropriate course of action.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be able to obtain and maintain a TS/SCI security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI). Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation. Incumbent must sign a statement attesting to the understanding of DCIPS provisions. Incumbent will be required to participate in the Civilian Drug Testing Program and will be required to take a pre-employment urinalysis test. Travel may be required up to 25% of the time. Must be willing and able to participate in organization operations and training CON US and OCONUS. Periodically, chiefly during periods of crisis, may be required to work overtime or irregular hours.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience:
1. Experience applying Personnel Human Resources principles, laws, regulations, and practices in Staffing (i.e., utilizing special recruitment authorities and strategies to assist management with hiring actions). AND/OR
2. Experience managing Human Resources disciplines (i.e., recruitment actions, research, advisory, performance appraisals, data management, job analysis, and briefings).
3. Experience utilizing automated Human Resources software programs (i.e., CPOL, DCPDS, AutoNoa, USA Staffing) to perform duties such as research reports, tracking, and provide guidance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
