Duties

The Office of Environmental Justice and External Civil Rights (OEJECR) provides leadership on EPA's environmental justice and external civil rights compliance priorities, as well as conflict prevention and resolution. OEJECR coordinates implementation of those priorities across the Agency's national programs, regions, the Office of the Administrator (AO), and across partnerships with other Federal agencies and coregulators in state, Tribal, and local governments. OEJECR provides resources and other technical assistance to and engages with communities with environmental justice and civil rights concerns and communicates their concerns back to EPA's national programs, regions, the AO, other Federal agencies, and coregulatory partners to inform decision making.

The Deputy Assistant Administrator (DAA) for Program Operations, in coordination with the Deputy Assistant Administrator for Management, and the Principal Deputy Assistant Administrator (PDAA), shares fully with the OEJECR Assistant Administrator (AA) in all phases of work supervising and managing OEJECR. Specific responsibilities of the position include:
  • Leading operational responsibilities across a full range of programmatic issues including planning, direction, and execution of program policy guidance, strategic planning, enforcement, and overall management of environmental justice, conflict prevention and resolution, and external civil rights program operations.
  • Providing advice, guidance, and technical direction for improving the organization's management structure to recommend to the AA and PDAA changes in organization, methods, procedures, and policies.
  • Promoting collaborative efforts across Agency organizations and serving as a point of contact for programs to institutionalize strong partnerships relating to environmental justice and civil rights considerations in their work areas.
  • Providing strategic management best practices to enhance Agency effectiveness through program analysis, program evaluation, and the development and deployment of other management strategies that enhance productivity and improve the effectiveness of Agency programs and priorities.
  • Providing guidance for alternative dispute resolution (ADR) design and implementation of an ADR program and projects.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.

      The Ethics in Government Act, P.L , requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

      This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

      Qualifications

      The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

      All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

      As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

      A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

      ECQ 3 - RESULTS DRIVEN. Involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
      ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
      ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

      B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

      TQ 1 - Demonstrated experience overseeing complex multidisciplinary programs and providing advice, guidance, and technical expertise to the leadership team, advisors, and staff to support those programs.

      TQ 2 - Demonstrated experience advocating for environmental justice, external civil rights, or similar programs through engagement with internal and external partners and stakeholders and ensuring these impacts and perspectives are included in policy, rulemaking, and guidance development processes.
