Duties

As a INFORMATION TECHNOLOGY SPECIALIST (NETWORK SERVICES) you will be responsible for the following duties:

Serves as subject matter consultant related for OCIO related to IT system engineering, including state of the art and emerging technologies and products and recommends appropriate technical strategies and solutions to overcome technical challenges. Designs and develops Delivery Systems Architecture Segments to be rolled into the OCIO Enterprise Architecture and Target Work Environments. Provides advice and guidance as to selection of competing new products/services for effective and seamless introduction into the DCSA IT Architecture by remaining knowledgeable of evolving IT technological products and trends. Supports the OCIO- IT Change Advisory Board in Change Management by providing enterprise system document and design review services to minimize the impact of change related issues on the current infrastructure. Serves as the lead testing authority on proposed technology that will be included in the DCSA IT enterprise. Plans, organizes and coordinates studies, to determine the total IM/IT requirements in the area of the project being pursued by the Solutions Engineering and Testing Branch of the OCIO. Develops comprehensive information on the system data inputs, outputs and related (IT) problems.

    Qualifications

    This position has a Basic Requirement for the 2210:
    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.     Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13in the Federal service and are prepared to take on greater responsibility.
    Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Provide a robust data management platform to translate complex business needs, requirements and strategy, multiple data sets and other data points that supports conceptual, relevant, and straightforward dashboards, visual tools, reports, and analytical solutions; Develop standard templates and data/information displays that communicate complete information in simple insightful ways that accelerate decisions, improve accountability, and increase speed to target; Develop policies for data acquisition, archive recovery, and implementation of data architectures to support a Data Warehouse environment, including data design, database architecture, and meta data repository creation for a variety of business data from various Components; Evaluate highly complex database management environments identifying problems and providing expert technical advice on new or improved information technology and procedures.

    Specifically you will be evaluated on the following competencies: Network Operation - Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities. Computer Network Defense (CND) - A set of processes and protective measures that use computer networks to detect, monitor, protect, analyze and defense against network infiltrations resulting in service/network denial, degradation and disruptions. IT Life Cycle Management (Network) - Plan, develop and/or manage processes across the information systems/services life cycle to ensure information technology capabilities meet current and future organizational and enterprise missions. IT Capacity Management (Network) - Plan or monitor to ensure information technology capacity meets current and future business requirements and performance metrics.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
