The incumbent serves as a principal advisor to the Deputy Assistant Secretary for Technology Security, the Principal Deputy Assistant Secretary for Strategic Trade and Technology Security, and the Assistant Secretary for Export Administration on the emerging technologies; foreign technology analysis, including the effectiveness of U.S. export controls, and data analysis. Specific responsibilities include:
- Providing policy advice on such matters including legislative proposals, interagency issues, policy initiatives, actions to analyze and support U.S. technology leadership, and approaches to inform application of strategic trade controls.
- Supervising the identification of critical and emerging technologies and support the assessment of such technology for national security and foreign policy significance. This include the identification of (1) new items to be proposed for export controls, focusing on sensitive items that should be subject to heightened scrutiny in the licensing process, or items that would be candidates for enhanced control together with other producer countries; and (2) items for which lesser controls or decontrol may be appropriate.
- Conducting strategic analysis of foreign technologies to assess (1) the effectiveness of U.S. export controls in advancing national security and foreign policy objectives, especially as related to emerging and foundational technologies; and (2) technological advancements in adversary and partner countries.
- Leading review of all source data to identify trends and enable evidence-based export controls policy.
- Providing general policy and program direction on matters pertaining to US technological leadership and the statistics that support high level decision making.
Requirements
Conditions of Employment- Background and/or Security Investigation required.
- All members of the SES are subject to geographic relocation.
- A one-year probationary period is required for new SES members.
- Subject to pre-employment and employment random drug testing.
- Public Financial Disclosure (SF-278 filing within 30 days is required). Applicants are required to submit a narrative statement for each mandatory Professional/Technical Qualification (PTQ) and each mandatory Executive Core Qualification (ECQ) listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each mandatory PTQ, and you do not need to submit an ECQ narrative. All other applicants are required to respond to all ECQs and PTQs, addressing each ECQ and PTQ separately. Please give a complete and detailed answer for each mandatory qualification. Please keep in mind each ECQ and PTQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Qualifications
To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to evaluate executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE : This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - LEADING PEOPLE : This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN : This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN : This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.
Professional/Technical Qualifications: - Demonstrated knowledge of and experience in strategic and operational planning in order to administer complex programs and initiatives with national security needs, aligning programs and initiatives to the mission and fostering continued program improvements.
- Demonstrated experience in managing a complex national security organization consisting of multiple divisions with various missions and the ability to represent the Department at senior level meetings.
- Demonstrated knowledge of, and experience involving, working a wide range of analytical and evaluative methods and techniques, qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude.
