Duties
  • Exercises responsibility for day-to-day oversight and long-range strategic planning for the program areas within Resource Management (RM). Provides executive oversight on the development and implementation of policies and procedures for the Division. Ensures that all administrative operations are executed effectively and in accordance with broadly stated divisional objectives and priorities, as well as with statutory requirements and corporate policy guidelines.
  • Serves as the senior executive managing the Division's Resource Management Branch. Ensures that the Division complies all applicable laws and regulations related resource management activities affecting the successful accomplishment of the Division's mission.
  • Manages all RM projects for the Division, serving as the technical advisor to the Division Director. Represents the Division in meetings and inter-divisional committees tasked with Resource Management, Knowledge Management and Training, Strategic Planning and Financial Management; Contract Oversight and Receivership Oversight programs, and Information Security project priorities and governance.
  • Establishes and maintains productive working relationships with counterparts in DRR and other parts of the Corporation.
  • Serves as primary liaison for the Division with the Division of Administration. Represents the Corporation at various meetings and conferences and other venues of importance to the mission of DRR and the responsibilities of RM.
  • Exercises management authority directly or indirectly through subordinate managers and supervisors. Builds and maintains a cohesive team of subordinate managers and provides mentoring and guidance to develop their leadership and management skills. Sets a positive tone of collaboration within the branch and with other parts of DRR and the FDIC. Directs policy development and program activities through subordinate supervisors who plan and direct day-to-day operations and ensure that effective systems, policies, procedures, and controls are implemented.
  • Provides oversight and ensures fairness in processes for the full range of personnel actions and organizational design; including making or approving selections and promotions; making or approving awards or bonuses; and, approving premium pay, travel, leave, telework, etc. As necessary, approves and/ or resolves major grievances and major disciplinary actions for non-supervisory and supervisory personnel. Approves/disapproves requests for leave, telework, travel, training, etc.

      Qualifications

      To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through progressively responsible management or executive-level assignments.

      Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience.       Leadership Experience 1: Experience in overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals.

      Leadership Experience 2: Experience in managing employee performance and growth directly and indirectly through subordinate supervisors, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues.

      Leadership Experience 3: Experience in overseeing implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff.

      Technical Experience 1: Experience in providing executive level leadership, planning and oversight to at least 3 Resource Management sections: Knowledge Management, Strategic Planning, Financial Management, Contract Oversight, Receivership Oversight Programs and Information Security.

      Technical Experience 2: Experience collaborating with senior level official in the long-range planning, development and execution of programs and procedures.
