Duties

ABOUT THE POSITION
The Deputy Director for IBMSC, provides executive advisory service to the Deputy Assistant Secretary for IBMSC. The Deputy provides for the overall administrative management of projects for IBMSC, with wide latitude for the exercise of independent judgment.

The Deputy Director assists with the establishment of a permanent appropriation that will be specific to on-shoring strategic medical supply chain manufacturing and distribution capacities to build resilience, sustain COVID gains, and strengthen the industrial base. This requires annual base budgets, with multi-year funds and dedicated authorities to minimize vulnerabilities and ensures preparedness.

The Deputy Director develops a comprehensive hiring strategy and succession plan for a dedicated Program Office within ASPR that oversees all IBx Activities, including supply chain analysis, program management and execution, and DPA Title I, III and VII functions. This Center conducts the necessary industrial analysis, coordinates trade-space for rated contracts, and establishes programs dedicated towards industrial capacity expansion with the public and private sectors. This requires a cadre of Government and contract support staff in addition to travel and other direct costs.

The Deputy Director establishes a lead center to oversee all IBx activities throughout ASPR, including supply chain analysis, program management and execution, and DPA functions. This includes a cadre of approximately fifty-three (53) Government and thirty (30) contract support staff, inclusive of travel and other direct costs.

The Deputy Director is responsible for furthering the goals of EEO by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employee practices in regard to race, color, religion, sex, national origin, age, or handicap. Specifically, as supervisor, the incumbent initiates nondiscriminatory practices and affirmative action for the area under their supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and, (5) full utilization of their skills.

Seeks out and utilizes available resources, including appropriate personnel generalists/specialists and training resources in conducting these responsibilities.     As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

    All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below.     Mandatory Technical Qualifications (MTQ's):

    This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
  • Ability to develop evidence-based policy and strategy options for program implementation providing leadership, strategic direction, and oversight for program management initiatives related to the public health industrial base, domestic manufacturing and supply chain resiliency.
  • Ability to oversee and lead cross-functional teams and manage complex portfolios with diverse projects related to small molecule development, PPE, testing and diagnostics and supply chain. Experience in strategic planning, resource allocation, and monitoring project milestones to ensure timely delivery and successful outcomes.     IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position.     Probationary Period:
