PRIMARY PURPOSE

The Overhead System Trouble Specialist performs all tasks associated with the Journey Line Mechanic classification and also directs the work on single job sites, restricted to one area, in the performance of the various tasks associated with the operation, maintenance, and construction of the overhead and URD system.

SUMMARY OF DUTIES

Duties include but are not limited to:

  • Leads company crews to perform Overhead/URD construction and maintenance work on steel and/or wood poles, structures and towers; installing, removing, replacing, and maintaining all types of overhead wire, fiber optic, aerial and URD cables of all types, as well as related equipment, including telecommunications, (i.e., utility wireless radio equipment); ensuring productivity, quality control, safety and proper conduct of all assigned personnel as well as associated administrative activities.
  • Arranges outages involving single or multiple feeders for 4 kV and 13kV circuits.
  • Directs and performs work on energized 4 kV and 13 kV circuits. Performs work on de-energized 33 kV to 69 kV circuits.
  • Directs and performs switching, phasing, and grounding of high voltage, (4 kV- 69 kV) circuits in accordance with company LOTO procedure, specifications, standards, and OSHA rules and regulations.
  • Directs and performs switching in transclosures, oil switches, air switches, modules, tap holes, cable poles, padmount and subsurface transformers, pole mounted single phase or gang switches, reclosers, motor operated disconnects or other distribution line equipment, consulting feeder diagrams.
  • Investigates service failures or other trouble on Overhead and URD systems to maintain and repair service due to failure, storms or other emergency situations. Diagnoses trouble and tests equipment as necessary to locate primary and secondary cable faults, including cable identification when necessary. Estimates time required to make repairs when service interruption is involved. Cuts defected devices out of line, installs jumpers, replaces fuses and conductors or does related work to restore circuits and feeders, operating switching devices as necessary. Informs Dispatcher of progress of restoration. Performs temporary emergency repairs to leaded pole riser cable as required. Replaces burned down or broken circuits, including wire of all types and voltages. Replaces all types of overhead system cables, transformers, regulators, reclosers, fuse cutouts, capacitors, switches, and similar equipment. Sets, moves, removes or braces poles. Makes decision if pole needs bracing because of excavation or damage.
  • Investigates customer complaints, replacing blown fuses and notifies customer when there is a possibility of a faulty appliance. Advises customer when fault is in house wiring. May run temporary supply of primary, secondary, or service cable, for emergency restoration of service. Connects, reconnects, disconnects services including pipeline secondaries. Restores service by making temporary repairs to customer equipment where necessary.
  • Acts as a company representative providing satisfactory answers to customer's questions as it pertains to installations and repairs. When complaint involves damages; determines responsibility, avoids arguments with customer and takes appropriate action. Completes necessary repairs and places in motion the possible remedy of the problem to satisfy the customer in an effort to maintain good public relations.
  • Directs and performs replacement of a variety of fuses: string, sand, current-limiting, Bay-O-Net and low voltage fuses of all types on the overhead and URD system.
  • Conducts transmission and distribution feeder patrols to determine cause of circuit interruptions or conditions that might result in future trouble for system reliability. Prepares diagrams, sketches, and makes written report for replacement, relocation and rearrangement of conductors and equipment. Stencils or tags circuits, feeders, transformers, making field corrections as required, reporting inaccuracies found in feeder maps.
  • Installs, maintains, operates, and puts into service capacitors, regulators, circuit reclosers and motor operated disconnects and other overhead distribution line equipment. Operating regulators shall be limited to switching in order to place it in neutral and releasing it after the work is completed.
  • For construction and maintenance of distribution circuits, installs and splices wire and cable of all types and voltages not requiring lead wiping, including guying and placing sag in wire.
  • For construction and maintenance of URD circuits, performs splicing and terminal connections in open trenches, duct lines or cable poles which may involve making joints or terminations using braid and various types of tape according to specifications, or using pre-molded materials to construct indoor terminations, potheads, or elbow terminators.
  • Directs and performs installations and maintenance of fuses, switches, padmount and subsurface transformers; also primary, secondary, and service cables in duct lines or open trenches.
  • Trains and instructs lower classified employees in the performance of various jobs in accordance with the Overhead Progression Program Guidelines and the individual's level of skill and ability in both classroom and field environments. Provides feedback to the supervisor on the skill level performance of the lower classified employees assigned.
  • Uses and interprets readings from test instruments and devices, such as cable path and fault locating equipment, ammeter, rotator, voltmeter, high voltage phasing tools, and ohmmeter.
  • Performs work by climbing poles and towers, using aerial lifts, working in trenches, on ladders, platforms, or other such methods.
  • Uses a wide variety of highly specialized tools and equipment such as hot sticks, hydraulic compression tools, hydraulic saw, impact drill and tension pulling machines.
  • Directs and performs the operation of motor vehicles, winches, aerial lifts, augers, pole setting equipment, hydraulic tools, and digging equipment.
  • Directs and performs containment, clean up and transportation of hazardous materials as required.
  • Fills in a wide variety of forms and reports, such as timesheets, credit sheets, daily work reports of construction, feeder changes, grade sheets, street lights installed or removed, extra foot
