Duties

The successful candidate will perform the full range of Sr. Reactor Systems Engineer (Data Scientist) duties.

Such duties include but are not limited to:

1. Serving as a technical authority independently performing the most complex nuclear safety research using data science and AI techniques. As the senior technical expert, develops solutions to reactor system regulatory issues through the use of data analysis, analytical applications, visualization, and machine learning.

2. Managing or providing authoritative technical expertise for contracts with external organizations that are needed to support NRC's needs in the area of data science, maintenance, development, verification, validation, documentation, and distribution.

3. Providing technically authoritative advice to technical and professional supervisory experts and provides solutions for addressing concerns about reactor safety and regulatory burden.

4. Leading stakeholder interactions with other NRC offices including the Office of Chief Information Officer, Nuclear Reactor Regulation, Nuclear Materials Safety and Safeguards, Nuclear Security Incident Response, etc. Interacting with external stakeholders including Licensees, private organizations, and members of the international community to develop input to data analysis and new activities. Serving as an NRC representative in making presentation at technical and programmatic review meetings.

    Qualifications

    In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector.

    The ideal candidate will be able to demonstrate the following:

    1. Demonstrated knowledge and expertise as an independent principal investigator/ researcher, leading complex research programs, providing scientific leadership and mentoring to other engineers and scientists, and collaborating with professionals across federal government, international organizations, academia, and industry in using data science and artificial intelligence (AI) principles and practices to address reactor safety and regulatory concerns.

    (Examples may include your experience in providing technical oversight and direction, particularly in using data science and AI principles and practices to address reactor safety and regulatory concerns. Describe your specific roles and work products that showcase your technical knowledge and contributions to key projects. Describe specific training and experiences that highlight your ability to plan, manage, and resolve issues in complex, innovative projects, and your ability to work collaboratively with other organizations to achieve potential resource efficiencies. Cite evidence of how well you performed your role such as through performance appraisal ratings and/or awards.)

    2. Demonstrated knowledge and experience in applying the principles, theories, and practices of engineering as it relates to data science, artificial intelligence (AI), data analysis, analytical applications, digital twinning, big data engineering, algorithms to provide authoritative direction in diverse analytical and experimental research programs, evaluating research methods, and producing dynamic analytics that enable informed decision-making.

    (Examples may include your specific experience applying engineering principles as it relates to data science, AI, data analysis, analytical applications, digital twinning, big data engineering, algorithms to provide technically authoritative direction of a diverse analytical and experimental research program, judge the probable effectiveness of research methods and directions being proposed or used, and produce agile and dynamic analytics that enable decision-making. Describe your knowledge and experience in applying the principles, theories, and practices of engineering, data science, and AI as it relates to the development of regulations, guides, standards, environmental assessments, and acceptance criteria, and the development of technical information, methods and tools. Cite evidence of how well you performed your role such as through performance appraisal ratings and/or awards.)

    3. Demonstrated effectively ability to communicate technical information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with colleagues, subordinates, NRC management in headquarters or regions, ACRS, the Commission, members of the public, international organizations, representatives of professional groups or other Federal or State agencies.

    (Examples may include your specific experience, training, and accomplishments which demonstrate your ability to: use formal and informal networks to build support for programs; lead complex technical discussions and consolidate complex and diverse opinions into concise, balanced and well-founded recommendations; and communicate effectively in work relationships with subordinates, peers, management, and/or government or industry officials to develop solutions to technical and/or regulatory problems and issues. Describe the kinds of oral and written presentations you have made to represent agency positions to others and complex technical documents you have developed. Describe what editorial review of work prepared by technical staff you have conducted, if any.)

    4. Demonstrated ability to establish and maintain effective work relationships with management and staff, coworkers, and personnel of other U.S. government agencies or equivalent industry organizations and/or international organizations.

    (Examples may include your ability to use informal and formal networks to build support for programs. This may include your experience to serve as a point of contact on data science and artificial intelligence on reactor safety and regulatory concerns, with other program offices, the Commission or equivalent industry organizations, advisory groups, international organizations, and/or other stakeholders, and your experience providing advice and recommendations on research areas and initiatives to enhance regulatory effectiveness and efficiency. Provide examples of specific assignments that required you to work within a team environment, the techniques used to develop effective working relationships, and your role on the team.

    5. Demonstrated skill in preparing contracts to support complex technical nuclear regulatory research programs and knowledge of administrative and policy issues to identify their effect on the management of complex technical programs. (Examples may include your specific education, work experience and developmental assignments that demonstrate your skill in identifying, planning and acquiring resources for assigned programs. Describe your experience in evaluating varied proposals and approaches to management issues and recommending and implementing changes for improving the effectiveness and efficiency of a program or project.)

    SPECIALIZED EXPERIENCE is defined as: Leading complex research programs, providing scientific leadership, mentoring engineers and scientists, and collaborating with professionals across government, international organizations, academia, and industry in using engineering, data science, and artificial intelligence (AI) principles and practices to address reactor safety and regulatory concerns; Developing data analytic solutions using machine learning and artificial intelligence techniques; Communicating data science and AI principles and research results effectively to technical and non-technical audiences; Establishing and maintaining effective relationships with management, staff, government agencies, industry organizations, and international bodies, and providing advice on data science and AI for nuclear technologies and working with NRC regulations, guidelines, and industry standards, engaging with senior regulatory officials, and advising on administrative and policy issues to enhance program effectiveness

    Basic Requirements:
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

    Additional information

    The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis.
