Summary

Metro Transit's Finance and Administration Division is looking for a highly organized, customer focused, Fixed Asset Officer to fill a career service position.

The Fixed Asset Officer is an integral member of the Finance and Administration team and will perform a critical function across the Division as well as several other Metro Transit Divisions.

Metro Transit is funded through King County's Public Transportation Fund and has a biennial operating budget of over $2 billion, a biennial capital budget of approximately $300 million, and current assets with a net book value of more than $1.2 billion.

This is the largest fund in King County government.

As the Fixed Asset Officer, you will collaborate with the Finance and Administrative team and King County Central Finance, serving as the main contact for agency staff to coordinate and oversee Metro's fixed asset capitalization process.

Under the guidance of the Manager of Accounting, Grants and Contracting, you will lead efforts in asset identification, classification, documentation, and cost determination according to County policies, Metro policies, and GAAP.

Additionally, you will manage the development of Metro's asset capitalization policies and procedures and work closely with the team managing Metro's new Enterprise Asset Management system to ensure accurate asset description and reconciliation with the King County Fixed Asset system.

This role involves extensive collaboration with Project Managers, Business and Finance Officers, Project Control Officers, and other staff across Metro Transit divisions.

Ideal candidates will possess both technical expertise and strong collaborative skills, capable of working independently and effectively within internal County and Metro partners.

As the Finance and Administrative Services Fixed Asset Officer, you will:


Manage the capitalization process for Metro fixed assets, working with staff throughout Metro and in King County's Finance and Business Operations Division, ensuring timely and accurate capitalization processes.

Work with Project Managers, Project Control Officers, Accounting staff and other key personnel to identify capitalizable costs, as well as project costs that should be properly expensed or written off.

Ensure sufficient supporting documentation is developed to support capitalization for identified assets.
Act as the main point of contact for agency personnel regarding asset capitalization issues.

Work with Metro's Enterprise Asset Management team to reconcile asset information between Metro's fixed asset management system and the King County fixed asset system.

Manage Metro asset update and asset retirement processes in the County fixed asset system and coordinate the adjustments with Metro's Enterprise Asset Management team.

Manage Metro's annual physical inventory process, coordinate with division's asset custodians, and ensure all required reports and information are accurate and filed in a timely manner.

Support the development of audit responses and provide asset information as needed.
Work with other team members to develop written policies and procedures pertaining to asset capitalization as needed.
Work independently, as well as collaboratively with those who are impacted by and/or share the same work product.
Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have:

Minimum of three (3) years of experience in fixed assets accounting or financial management related to asset capitalization OR a combination of work experience, training, and/or education that provides the required knowledge, skills, and abilities to perform the responsibilities of the position.

Strong working knowledge of asset capitalization rules and processes, including a working knowledge of accounting principles applied to asset capitalization.

Demonstrated experience using automated accounting, financial management, and financial reporting systems.
Can effectively use the Microsoft Office suite of software (Word, Excel, Outlook, and PowerPoint).
Strong communication, interpersonal, writing and customer service skills
Ability to perform research, analyze and solve problems
Ability to work individually and collaboratively as a team member
Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
Highly competitive candidates will have (desired, but not required):
Bachelor's degree in Accounting, Finance, Business Administration, or a related field
Ability to devise new policies and process improvements to improve compliance and workflows
Experience with LEAN processes and principles
Knowledge of public transportation systems and operations

Work Schedule:
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible.

Employees are paid on a bi-weekly schedule, every other Thursday, comprising a workweek typically 8:00 a.m.-5:00 p.m., Monday through Friday.

The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings.

Employees will have access to shared workspaces at various King County facilities.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
