POSITION DUTIES

The Assistant State Superintendent\r
of Instructional Programs and Services, under the supervision of the Deputy\r
Superintendent for Teaching and Learning, provides visionary leadership,\r
research-based expertise, and oversight for all programs, projects, and\r
initiatives related to instructional programs and services across the state of\r
Maryland. The instructional programs and services areas include mathematics,\r
literacy, science, social studies, fine arts, multilingual learner education,\r
comprehensive health and physical education, advanced academics and gifted and\r
talented programs, and the Expert Review Team initiative as outlined in the\r
Blueprint for Maryland's Future.���\r
The Assistant State Superintendent\r
of Instructional Programs and Services ensures all students across the state\r
have access to effective, evidence-based instruction and high-quality\r
instructional materials (HQIM) that are content-rich, culturally relevant,\r
equity-based, and encourage innovation, connection, knowledge-building, and\r
critical thinking. This position is also responsible for leading the\r
development, implementation and monitoring of the standards revision process\r
for content all content areas; leading and coordinating implementation support\r
to local education agencies (LEAs) regarding the effective implementation of\r
academic standards; and provides LEAs with instructional frameworks,\r
high-quality professional learning opportunities, and best practices in\r
developing strong systems for progress monitoring and continuous improvement of\r
standards-based instruction that prepares every student for college and career.\r

MINIMUM QUALIFICATIONS

Education:� A\r
Master's degree or the equivalent of 36 credit hours of post-baccalaureate\r
coursework in Curriculum and Instruction, Administration, Education, or related\r
areas from an accredited college or university.\r
Experience:� Six\r
years of experience in educational leadership with expertise in the areas of\r
curriculum development, coaching, professional learning, and coordinating or\r
administering instructional programs or services in prekindergarten through\r
grade 12 setting. \r
Notes: Candidates may substitute the possession of a\r
Doctorate degree from an accredited college or university in a field related to\r
the position for two years of the required experience.\r

Experience with the design and\r
implementation of effective curricular and instructional programs and services to\r
support student achievement.� �\r
Experience developing and facilitating high-quality professional\r
learning programs. Skills in implementing, monitoring,\r
and evaluating educational programs, especially those focused on producing\r
high-quality outcomes for historically disadvantaged students.\r
Experience with coaching and team\r
management, setting clear and high expectations and holding teams accountable\r
to those expectations, and coaching and developing individuals and teams to\r
reach short- and long-term goals.\r
