Main Purpose of Job

The Program Manager III (Legislative Support Representative) will play a\r
crucial role in assisting the Superintendent of JSEP and the JSEP Board. This position\r
involves providing reliable information, conducting legal analyses, drafting\r
legislative materials, and liaising with various stakeholders to support the\r
advancement of juvenile services education policies and practices. This position will be a key asset to JSEP, ensuring that legislative and policy\r
initiatives are effectively communicated and aligned with best practices to\r
promote the program's success and sustainability.\r

POSITION DUTIES

Some key responsibilities of this position may\r
include, but not be limited, to the following:\r

Policy Information and Advancement\r
\r
Providing accurate and timely\r
information regarding policy changes that support the goals of the Juvenile\r
Services Education Board\r
\r
Legal Analysis and\r
Legislative Drafting\r
\r
Completing thorough legal analyses, including the drafting\r
of bills for legislative initiatives\r
Drafting compelling and coherent legislative testimony to\r
support the Juvenile Services Education Program's objectives\r
\r
Communication of Legislative Changes\r
\r
Developing\r
materials to effectively communicate legislative changes to various\r
audiences, ensuring clarity and understanding\r
\r
Stakeholder Engagement\r
\r
Meeting with government officials, including\r
those from the Department of Budget Management (DBM), union representatives,\r
legislators, system stakeholders, and agency staff to discuss and advocate for\r
juvenile justice education policies\r
\r
\r
\r
\r
\r

MINIMUM QUALIFICATIONS

Education: A Bachelor's Degree from an accredited college or university\r
Experience:�Three (3) years of experience working in local, state, or federal\r
government, and familiarity with the Maryland legislative process.\r

DESIRED OR PREFERRED QUALIFICATIONS

\r
Bachelor's degree (or higher) in law, public administration, public policy, or other related field\r
\r
Experience working within or with government agencies, particularly in juvenile justice or education sectors Familiarity with the legislative process and bill drafting\r
Proven experience in legislative support, legal analysis, and policy development\r
Strong understanding of juvenile justice education policies and national best practices\r
Ability to engage and collaborate with a diverse range of stakeholders, including government officials, legislators, and agency staff\r
\r
