Duties
  • You will prepare and review specifications for design, fabrication, testing, material certification, and procedural technical requirements for acceptability and certification of the vehicles/equipment for technical adequacy, safety, and performance.
  • You will develop or define performance requirements and construction standards
  • You will prepare or review analyses and engineering recommendations.
  • You will apply experimental theories and new developments including those pertaining to submarine/submersible design, ship systems and their integration into the overall design.
  • You will direct and manage a project team or the overall developments effort for major Navy program assignments which require the highly skilled application of scientific and systems engineering theories, concepts and principles.
  • You will establish and interpret the application of naval architecture engineering policy to arrive at critical program/project decisions to resolve conflicts and determine courses of action and necessary scope of risk reduction efforts.
  • You will identify technically acceptable options, and negotiate the resolution of very challenging technical issues, and resource and requirements issues directly with major program managers, top level engineers, and key project personnel.

    • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

      Qualifications

      Your resume must demonstrate at least one year of specialized experience equivalent to the next lower level pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional engineer or naval architect providing engineering guidance to support projects or activities for the design, development, construction, maintenance, repair, testing, or certification of submarine or submersible systems or components.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

      Education

      Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.       Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U.       Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

      OR

      Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
