PURPOSE OF THE POSITION:

  • Accountability for inputs and outputs of safety, service, productivity and financial metrics
  • Represent CPKC in dealing with government and regulatory bodies relating to assessing, recommending and supporting safety improvements for public and private railway crossings and grade separations
  • Response to inquiries or complaints from governmental agencies, municipalities, private citizens and other outside parties concerning right of way, grade crossing and signal issues
  • Represent CPKC Engineering in negotiations with passenger/commuter rail agencies and oversees the planning and execution of projects on CPKC property or affecting CPKC operations (Amtrak, Metra, DART, etc)
  • Responsible for oversight of 3rd party utility projects crossing or located parallel on CPKC right of way
  • Coordinate with other departments and others in the Operations and Engineering Services Departments to resolve those issues

POSITION ACCOUNTABILITIES:

  • Coordinate interfaces with all levels of governmental agencies, regulators, utility companies, outside parties and numerous internal Railway departments with respect to execution of construction and railway crossing and signal projects
  • Manage Public Works team, including 7-8 direct reports
  • Oversees the coordination of all flagging for 3rd party sponsored projects
  • Lead negotiations and drive the at-grade crossing closure program and negotiate cost apportionment on joint projects where applicable and in accordance with normal practices
  • Oversee crossing and Signal Agreements for publicly and privately funded projects involving railway facilities
  • Maintain knowledge of outside funding sources and initiates projects on an annual basis to utilize such funding for railway facilities construction and upgrades
  • Ensure outside party adherence to company policies and compliance with applicable CPKC, AREMA and regulatory standards and practices, safety and insurance requirements when those parties are performing work on Railway property
  • Attend public meetings, legal hearings and diagnostic site inspections in support of CPKC projects
  • Pro-actively engages internal and external authorities and stakeholders to ensure all matters relating to road/rail crossing, signal and right-of-way safety matters are progressed in a timely manner and in accordance with regulatory requirements
  • Carry out field inspections and works with various sponsors, departments & groups within CPKC and our engineering and signal Preferred Service Providers, and other consultants, contractors, and external customers as required
  • Work with Municipal, State, Federal and other authorities as required to create the most cost-effective means of execution for Railway construction projects, including optimizing the use of available outside funds, coordinating design and construction as required
  • Prepare Capital and Special Maintenance appropriation submission for the annual and four-year plan for Public Projects
  • Act as the primary contact person for governmental agencies, AAR – Grade Crossing Safety, Trespass Prevention Committee and outside parties to coordinate FRA Quiet Zones, public projects and other matters related to public involvement in operating property and railway facilities
  • Area of responsibility include advocacy for public funding of projects with public safety and benefit, design review and approval, agreement preparation/execution with public authorities on integrated public projects
  • Provide support and expertise to internal departments including Structures & Projects, Service Areas, Public Affairs, Regulatory Affairs, Real Estate, Commercial Development, Network Capacity, Legal Services, Signal department and CP Lease Line operators in support of internal and external projects
  • Handle public safety concerns arising from railway operations, public and private projects, as they relate to road/rail crossing interfaces and right-of-way property matters
  • Territory of responsibility covers all CPKC rail lines and rights-of-way in the US

POSITION REQUIREMENTS:

  • Must possess a valid driver's license
  • Must be at least 18 years old
  • Associate or bachelor's degree in civil engineering, or equivalent experience
  • 10 or more years of railroad experience
  • Ability to drill down, understand root cause and resolve complex issue
  • Must be highly motivated individual who is comfortable working independently in an unstructured, multi-disciplinary team atmosphere
  • Effective interpersonal and communication skills (verbal and written)
  • Ensure that safety is a priority in the design and construction of all projects
  • Travel requirement over the territory to inspect sites and meet with municipal and regulatory authorities, and internal stakeholders can be up to 50%
