Duties

The Deputy Director, Office of Airports Planning and Programming is responsible for national programs related to airport planning, environmental planning, sustainability, and resiliency planning, and airport financial assistance programs including administration of airport grant programs and the Passenger Facility Charge (PFC) program. Under the executive direction of the Director, the incumbent advises and is accountable to the Administrator for the adequacy of agency policies, criteria, systems, procedures, public rules and regulations, and program plans relating to these matters. In the discharge of the above responsibilities, the incumbent exercises executive direction over two divisions, the Airports Financial Assistance Division and Airport Planning and Environmental Division. The Deputy Director supports the Director in providing oversight to a geographically dispersed workforce of approximately 60 positions and executes an annual budget of approximately $8 billion including administering Airport Improvement Program (AIP), Supplemental Discretionary, COVID Relief, and Bipartisan Infrastructure Law (BIL) funding.

Principal Responsibilities:
Articulates and operationalizes the organization's strategic plan. Oversees the development of business plans to achieve organizational goals.Develops and issues, biannually, the National Plan of Integrated Airport Systems (NPIAS), which outlines the plan for developing public-use airports in the United States and estimates the costs associated with establishing a system of airports that adequately meets the needs of civil aviation.Oversees and ensures the timely execution of the AIP, Supplemental Discretionary, COVID Relief, BIL funding as well as associated policy and guidance.Develops the eligibility criteria governing AIP grants and entry criteria for the NPIAS.Manages and executes the guidelines for coordination and implementation of intermodal transportation planning relating to the Airports program.Represents the Office of Airport Planning and Programming at meetings of organizations concerned with matters within the purview of the office. Establishes and maintains liaison with senior executives and officials within FAA, other Federal agencies, state and local governments and the aviation industry to present and negotiate FAA policy and requirements and ensure effective coordination of airport planning and development.

US Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. Designated or Random Drug Testing required. Must be able to obtain and maintain a Top Secret Clearance.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.

LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long range vision, developed strategies, and applied innovative ideas and techniques.

TECHNICAL REQUIREMENTS:

1. Demonstrated experience in airport or transportation planning to include assessment of environmental and airport noise compatibility impacts.

2. Demonstrated experience administering airport or other transportation funding and financing such as the Airport Improvement Program (AIP) and Passenger Facility Charge (PFC) program (or comparable infrastructure funding and financing programs).
