Duties

A primary purpose of this Office is to detect, identify and prevent market manipulation other trading abuses, misuses of material nonpublic information, and other manipulative or fraudulent activities that could lead to market disruptions, undermine market integrity, and harm customers and other market participants.

As the Deputy Director, you will be responsible for managing key programs, advising the Director of the Division and the Commission on policy-making as necessary and collaborating across organizational lines on Division-wide and agency-wide issues. You will have Division wide responsibility for ensuring consistency and problem solving in the Division's data analytics. Additionally you will;
  • Work closely with the Division Director and provide technical advice and guidance to ensure programmatic commitment to innovative approaches in accomplishing the work of the CFTC.
  • Explore and develop ideas, evaluate problems and implement courses of action in areas, most of which are unprecedented or where precedent and past practice do not serve emerging needs.
  • Conduct active and forensic surveillance to protect market integrity and to detect and refer potential violations of Commission laws, rules and regulations involving commodities, futures, swaps and derivatives trading. This work may also encompass related management of Division wide data analysis techniques and work, and Division specific tool development and utilization to detect and analyze potential trading abuses and other violations of the Commodity Exchange Act.
  • Oversee the day-to-day administration of the activities and functions of the Office which includes proactive detection of potential violations, data analysis with respect to ongoing inquiries and investigations, and providing expert advice and guidance to litigation teams.
  • Develop appropriate long-range and short-range plans, coordinate actions taken by the Office with other Commission divisions and offices, and ensure that division and Commission policies are applied consistently within the Office. Evaluate effectiveness and efficiency relating to the Division's use of data analytics across the Division and oversee and manage data analysis, tool development and tool deployment across and within the Division of Enforcement.
  • Serve as the primary economic and data analytics advisor to the Director concerning the programmatic work of the Office, including advising whether certain market activity or conduct warrants investigation and prosecution by the Division, advising on the data analytic needs of the Division, and advising the Director on prioritization of the work of the Office, and the individual sections.
  • Conduct surveillance briefings on significant market events and serve as a principal technical advisor to the Commission on pertinent market developments and potential problems.
  • Serve as the primary liaison with the other divisions and offices of the Commission, and in particularly work closely with the Division of Data on data analytics issues and development of tools, as well as, with the Division of Market Oversight and the Office of the Chief Economist with respect to issues relating to regulated exchanges and reporting and in the economic analysis of financial and physical commodity markets and referral of matters to the Division.
  • Evaluate issues relating to Office activities and functions, develop appropriate changes in the Office's or Division's procedures or the Commission's approach to surveillance, forensic analysis, and data analytic tool development and utilization to keep in step with new derivatives trading, relevant spot market developments, and industry practices.
  • Participate in the DOE's review of any proposed legislation and rulemaking related to oversight of regulated exchanges and trading platforms to identify the possible effects of such rulemaking and legislation upon the surveillance program, forensic analysis, and data analytics tool development and detection.
  • Maintain effective relationships with the regulated industry, other agencies, market participants, members of Congress, and other interested parties, as necessary and appropriate.
  • Assist the Director in establishing and evaluating the Division's goals, and the progress made toward achieving them, and recommend and implement policies and procedures directed toward improving the Division's efficiency and effectiveness.

      Qualifications

      To qualify for the CT-16, you must possess at least one year of specialized experience equivalent to the CT/GS-15 level in the Federal service, or comparable experience gained outside federal service.

      Specialized Experience is defined as that through which one has gained an in-depth knowledge of market and trade practice surveillance activities of the derivatives markets or related financial markets, sufficient to evaluate market manipulation, events, and other trading abuses that could lead to market disruptions and/or undermine the integrity of the derivatives markets.

      Must demonstrate the ability to perform at an Executive Level - see competencies below

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

      Mandatory Technical Qualifications

      In-depth knowledge of the daily market and trade practice surveillance activities of the derivatives industry, so as to detect potential manipulative or fraudulent trading abuses.

      In-depth knowledge of data analytics tool development and detection techniques, sufficient to perform forensic analysis, monitor and detect anomalies and/or evaluate market events.

      Ability to develop appropriate long-range and short-range plans to detect, identify, analyze and prevent market manipulation and other trading abuses that could lead to market disruptions or undermine the integrity of the derivatives markets.
