Job Description:


The Nebraska Department of Insurance (Department) is charged with safeguarding those affected by the business of insurance through the fulfillment of our statutory obligations and by promoting the fair and just treatment of all parties to insurance transactions.

The Department's Financial Regulation Division has the primary responsibility of monitoring the financial condition of domestic insurers.

The monitoring includes financial examinations conducted every three to five years and financial analysis of filings such as annual and quarterly financial statements, actuary opinions, Certified Public Accountant reports and other supplemental filings as required by statute.


The Investment Specialist assists with the ongoing monitoring of Nebraska's domestic industry and is involved in both financial examinations and analysis as needed based upon the complexity of the insurer's investment portfolio, overall financial condition, as well as other factors.

This position will be the subject matter specialist of insurer investments and investment accounting practices of the insurance industry by providing assistance in reviewing investment portfolios, investment strategies, and working with the National Association of Insurance Commissioners (NAIC) and Securities Valuation Office (SVO) on an ad-hoc basis.

This work will include the performance of accounting work relating to investments by regulated entities for the Department and the development of regulatory investment policy.

This is an At-Will position for an individual who is highly skilled. This position is under the discretion of the Director of Insurance and reports to the Deputy Chief Financial Regulator. Working title of position will be based on level of experience.

Job duties This position is responsible for:
1) Acting as technical advisor for Department staff on investment related matters and provide training and education to staff

2) Assisting with financial examinations and analysis of domestic insurance companies as needed including examination pre-planning, on-site consultation/participation, and ongoing analysis

3) Overseeing and directing outside investment specialists hired by the Department

4) Participating in and monitoring NAIC activities as it relates to the related areas of responsibility

5) Assisting the holding company area with any investment related holding company filings

6) Assisting in drafting investment related statutes and regulations as required by the NAIC to maintain accreditation

7) Assisting the Chief Financial Regulator and Deputy Chief Financial Regulator in all phases of administering the insurance statutes and rules and regulations as needed, as well as perform all other duties as assigned.

Requirements/Qualifications

Minimum Qualifications:

A bachelor's degree with major study in accounting, business administration, economics or finance from an accredited four-year college or university.

Preferred Qualifications:

Three years of responsible professional experience in the insurance or investment operations of business enterprises or in some other capacity requiring a knowledge of investments, insurance accounting and applicable laws.

A Chartered Financial Analyst (CFA) charter with a focus on insurance, or other relevant designation.

Other:
This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation.

Regular and reliable attendance is required.

Knowledge, Skills and Abilities

The ideal candidate will possess: 1.

In-depth investment knowledge, including knowledge of investment corporate governance best practices, classification, valuation and overall portfolio management, preferably of an insurance company.

2.

Knowledge of insurance principles including theory and practices of accounting and auditing; as well as, state statutes, regulations, and the NAIC guidelines and Model Laws pertaining to the operations of insurance companies; 3.

Experience with Microsoft Windows, Word and Excel The ideal candidate will have the ability to: 1. Analyze data and draw sound conclusions to recommend an effective course of action 2.

Communicate effectively in order to present comments, opinions, and factual information clearly and concisely, both orally and in writing 3.

Cooperate with and deal effectively with others, including Department staff, outside regulators, and insurance company officials 4. Interpret and make appropriate decisions on insurance principles, laws, procedures, and findings for insurance company officials and Department staff
