Main Purpose of Job

This position serves as the Deputy Director, Motor Vehicle Division (MVD) and reports to the Director, Motor Vehicle Division. The incumbent is responsible for overseeing the implementation of the State's and Department's policies and procedures as they relate to the MDSP's vehicle acquisition, maintenance and disposal programs. Revises and maintains the DSP's fleet sustainability and replenishment master plan. This position supervises vehicle maintenance supervisors and assumes full responsibility for DSP fleet management in the Absence of the MVD Director.

POSITION DUTIES

Daily oversight of the Motor Vehicle Division (MVD) operations and administrative functions to ensure compliance with all fleet maintenance and management policy & procedures established by MDSP, and respective control agencies. At all times the incumbent will provide customer service to both internal and external customers that meets or exceeds the Department standards.\r

Assist and support the MVD Director and the Department's efforts toward effective fleet design, budgeting, procurement, deployment, operations, maintenance and disposal.\r
\r
\r
Meet with representatives of the Department of Budget and Management and the Department of General Services in order to discuss and resolve any fleet management issues. Monitor and coordinate disputes or requests for additional information emanating from the Department of Budget and Management or the Department of General Services.\r
\r
\r
Monitor, ensure compliance with, and submit recommended changes to the MVD Director, the Report on Motor Vehicle Fleet Replenishment & Sustainability Plan for Patrol and Non-patrol vehicles.\r
\r
\r
Review and approve activity through all databases, records and transmittal logs to determine the fleet management progress to ensure compliance with standards of vehicle operations and maintenance, fleet health and sustainability, and oversight of vehicle operation violations and collisions.\r
\r
\r
Review and approve special orders, memorandums, procedural manuals, statistical reports, flow charts and other necessary documents for the division.\r
\r
\r
Ensure timely and efficient completion of tasks and duties otherwise assigned by the Logistics Command or the Support Services Bureau\r
\r
\r

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from and\r
accredited college or university.�\r
Experience: Four years of professional experience to include\r
motor vehicle fleet management, maintenance and/or procurement.�\r
Note: Candidates may substitute additional years of\r
experience for the required education on a year-for-year basis.\r

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:\r
1. Fleet management experience overseeing the implementation\r
of policies and procedures as they relate to the implementation, acquisition,\r
maintenance and disposal of vehicles.�\r
2. Management of Police Pursuit Vehicles (PPV)\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties\r
which require the operation of a motor vehicle. Employees assigned such duties\r
will be required to possess a motor vehicle operator's license valid in the\r
State of Maryland. \r

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal\r
background investigation to include a polygraph examination before appointment\r
can be made. A criminal conviction may be grounds for rejection of the\r
candidate by the hiring agency. \r
