The Principal Director serves as the liaison for cooperative S&T program efforts with stakeholders including other DHS Components and state and local government organization; assists the Executive Director in overseeing and managing the development and delivery of S&T products and services, and to develop and maintain strong stakeholder relationships.


Specific responsibilities include:


Supports the Executive Director in ensuring that customer engagement is organized into portfolios addressing common needs across multiple customer sets, including the first responder community and critical infrastructure sectors, and is the catalyst for understanding customer needs and requirements.

Supports the Executive Director in ensuring programs and projects are established to deliver solutions using matrixed teams of experts from across S&T.

Partners with the Principal Directors and other leaders across the Directorate to ensure that S&T's programs, capabilities, and efforts are fully integrated and aligned to the mission and vision of the S&T Directorate.

Responsible for developing, formalizing and executing a Directorate-level outreach effort with DHS components, and state and local government organizations.

Makes recommendations on the nature of the research and development work to be conducted; the business, center, or university best equipped to perform the work; the amount of money to be allotted to the project; and the results desired.

Works in conjunction with the Executive Director on formulating and communicating recommendations to the Deputy Under Secretary and Under Secretary regarding the assignment of advanced research and development projects that will enhance scientific knowledge of
potential significance to the DHS.

Monitors operational measures and reviews a wide variety of controversial and often classified reports involving significant issues affecting S&T.

Provides advice on increasing progress toward accomplishing program goals, improving service delivery, and overcoming identified operational weaknesses.
Represents DHS and S&T in executive level meetings to assure the Directorate's position is clearly articulated and understood.

Negotiates on behalf of S&T to achieve cooperation among officials at various employee groups, professional associations, business entities, and all levels of government.
