The individual selected for this position will:

Government Ethics:
Serves as the principal Government Ethics attorney administering the agency's Ethics Program.

Independently provides legal advice to agency employees at all levels of the organization (including senior management staff) regarding whether proposed courses of action comply with the agency's Ethics Order and applicable laws.


Conducts ethics training for all agency employees on a recurring/periodic basis, including drafting training materials and providing in-person and computer-based training.

Reviews and certifies the financial disclosure statements of higher graded employees and senior management staff.

Environmental Law:
Serves as the principal agency Environmental Law attorney.

Independently provides AOC managers with legal advice regarding issues arising under federal, state and local environmental laws and regulations (Clean Air Act, Comprehensive Environmental Response Compensation and Liability Act, Resource Conservation and Recovery Act, Federal Insecticide Fungicide and Rodenticide Act, Clean Water Act and Safe Drinking Water Act).


Responds to inquiries from Department of Justice (DOJ) staff on matters of law, procedure or policy in pending or potential litigation regarding environmental issues.


Provides legal advice and represents the AOC in matters involving Occupational Safety and Health Act issues under the Congressional Accountability Act.

Represents the AOC in negotiations and administrative proceedings regarding environmental issues including possible enforcement action from regulatory agencies.

Legislation and Policy:
Drafts legislation and prepares complete reports on changes in legislation involving all legal matters affecting the AOC.


Develops, evaluates and implements policy for AOC-wide programs and provides legal opinions regarding high level policy or extremely complicated questions.


Reviews proposed legislation and evaluates the proposed legislation regarding its foreseeable effect on AOC programs, policies, procedures, regulations, methods/extent of operations and existing laws and AOC policies.


Appropriations Law, Government Contracts and Real Estate:


Provides legal advice to agency employees at all levels of the organization (including senior management staff) regarding whether proposed courses of action comply with applicable federal appropriations laws and principles.


Negotiates with contractors and counsel regarding contract disputes and claims against the Government and acts as principal attorney in litigating claims before Board of Contract Appeals.


Independently provides legal advice to agency employees at all levels of the organization (including senior management staff) regarding whether proposed courses of action comply with applicable federal appropriations laws and principles.

Provides advice, negotiates and drafts permits and licenses regarding usage of Capitol Hill facilities for various functions. Coordinates with counsel to other legislative branch agencies and Congressional committees and staff.

Employment and Torts:
Advises on a wide range of tort and liability issues including best practices and claims avoidance.

Independently investigates and recommends action (including settlements and claim denials) on administrative tort claims filed by individuals under the Federal Tort Claims Act (FTCA) including the most complex personal injury cases of significant dollar value.

Represents the AOC in filing affirmative property damage claims against individual third parties and insurers who damage property managed by the AOC.

Prepares litigation reports to DOJ in lawsuits filed against the AOC under the FTCA.
