Duties
  • You will provide legal advice on the full range of civilian personnel law matters.

  • You will serve as a legal advisor on Ethics and Standards of Conduct matters.
  • You will serve as a legal advisor on Freedom of Information Act and Privacy Act matters.

    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

      Qualifications

      These positions have a full performance level of NH-IV (equivalent to GS-15 pay) under the Acquisition Demonstration (AcqDemo) Pay System and will be filled at the GS-13, GS-14 or NH-IV (GS-15 equivalent level), depending on the qualifications of the successful applicant(s).

      To be eligible for selection as an attorney at the GS-13 level, the applicant must have in excess of two years of recent professional legal experience.

      To be eligible for selection at the GS-14 level, the applicant must have at least three and a half years of recent, and relevant professional legal experience.

      To be eligible for selection at the NH-IV pay level (equivalent to the GS-15), the applicant must have at least five and a half years of recent, and relevant professional legal experience.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

      Education

      The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

      Continued from Marketing Message Section: These attorneys provide their clients with the full range of legal services assigned to the Department of the Navy Office of the General Counsel, including acquisition, civilian personnel, labor, environmental and occupational safety and health, intellectual property, ethics and standards of conduct, fiscal, and associated litigation in various forums.

      The successful candidate will provide advice and representation in all areas of civilian personnel law, including matters pertaining to the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), federal court litigation, labor law matters, disciplinary actions, performance appraisals, investigations, and requests for reasonable accommodation. The incumbent of this position also administers and shares responsibility for the Command's Ethics Program and advises on matters related to ethics/standards of conduct, the Freedom of Information Act (FOIA), the Privacy Act, the Office of Special Counsel and fiscal law.

      This position is not covered by the Department of the Defense Priority Placement Program.

      This position is in the excepted service and does not confer competitive status.
